SUBJECT:Modifications to Various Agreements for the Virginia Avenue Park
Expansion Project
Introduction
This report recommends that the City Council authorize the City Manager to
negotiate and execute a modification to Agreement 7982 (CCS) with Koning
Eizenberg Architecture in an amount not to exceed $35,000 for additional design
services and a modification to Agreement 8267 (CCS) with Black and Veatch in
an amount not to exceed $96,000 for additional construction management
services for the Virginia Avenue Park Expansion Project.
Background
On August 26, 2003, the City Council awarded Contract 8266 (CCS) to Ford
E.C., for construction of the Virginia Avenue Park Expansion Project and the
adjacent street signal and crosswalk improvements on Pico Boulevard and
Cloverfield Boulevard. The park project consists of the existing 5.8 acre park
site, a 2.9 acre vacant parking lot to the east of the existing park, and a 0.8 acre
parcel adjacent to the western edge of the existing park.
The project includes the addition of new outdoor amenities and a park building,

as well as renovation of the existing buildings on the site. The outdoor amenities
to be added include an approximately 2.9 acre open lawn area with a
meandering path, two full size basketball courts, two playgrounds, an interactive
water play feature, and additional parking to accommodate the Saturday farmers
market and the expanded programs of the park. The building portion of the
project includes renovation of 2101 and 2115 Pico Boulevard to accommodate
community workshops, an older youth center, the Police Activities League fitness
gym, park administration offices and the Police Substation; cosmetic renovation
of Thelma Terry Center; and a new 1,300 square foot building that will house
park restrooms, park program space and mechanical equipment for the water
feature. Construction began in the fall of 2003 and the original completion date
was estimated to be December 7, 2004. During construction, unforeseen
conditions delayed the completion of the project. Substantial completion was
achieved in October of 2005, followed by a 90 day maintenance period.
Discussion
Design Construction Administration
On July 24, 2001, the City Council awarded Agreement 7982 (CCS) to Koning
Eizenberg Architecture for architecture and engineering services for the Virginia
Avenue Park Expansion Project in the amount of $1,265,000, including
contingency. On April 26, 2005, the City Council awarded additional design
services to Koening Eizenberg Architecture in the amount of $87,500. As a
result of a further extended construction period and greater than anticipated

architectural administrative services in construction, staff recommends that City
Council approve an increase to Agreement 7982 (CCS) in an amount not to
exceed $35,000 for services required to complete the project. With this
modification, the total amount of the contract will be $1,387,500.
Construction Management
On August 26, 2003, the City Council awarded Agreement 8267 (CCS) to Black
& Veatch in the amount of $1,016,000, including contingency, for construction
management services for the Virginia Avenue Park Expansion Project. On April
26, 2005, the City Council awarded the contract in the amount of $168,300 for
additional services. As a result of the extended construction period, additional
services were required to bring the project to completion. Staff recommends that
the City Council approve an increase to Agreement 8267 (CCS) in an amount not
to exceed $96,000. With this modification, the total amount of the agreement
with Black and Veatch will be $1,280,300.

Recommendation
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a modification to
Agreement 7982 (CCS) with Koning Eizenberg Architects in an amount
not to exceed $35,000 for extended design services of the Virginia Avenue
Park Expansion Project; and
2. Authorize the City Manager to negotiate and execute a modification to
Agreement 8267 (CCS) with Black & Veatch in an amount not to exceed
$96,000 for extended construction management services of the project.
