SUBJECT: Amendment to Contract #7521 with Culbertson, Adams & Associates for
an Additional $71,825 Resulting in a New Total Amount Not to Exceed
$258,828 for Additional Environmental Analysis for the Airport Park
Project
Introduction
This report recommends that the City Council authorize the City Manager to approve an
amendment to the contract with Culbertson, Adams & Associates for the Airport Park
EIR and the Virginia Avenue Park Expansion EIR, for an additional $71,825 including
$6,530 in contingency funds resulting in a new total contract amount not to exceed
$258,828. The contract amendment will authorize Culbertson, Adams & Associates to
prepare additional environmental analysis required to complete the Airport Park EIR.
Background
Pursuant to the City’s professional services bid procedures, Culbertson, Adams &
Associates submitted the successful proposal of $148,085 to prepare two
Environmental Impact Reports, for the Virginia Avenue Park Expansion project and for
the Airport Park project. While the projects were underway, the scope of work for both
projects expanded. In December, 2001 a contract amendment was approved in the
amount of $38,918 to cover additional costs primarily associated with the Virginia
Avenue Park Expansion EIR which was certified by the City Council on January 22,
2002. The proposed contract amendment totaling $71,825 will fund the additional

scope of work required for the Airport Park EIR. The additional scope of work is
associated with air quality, noise and circulation analyses.
Discussion
The proposed contract amendments will fund the additional scope of work necessary to
complete the Airport Park EIR. The contractor is well qualified to perform the work and
amending the original contract is the most efficient method to proceed with the projects.
Budget/Financial Impact
Funds are available in the amount of $71,825 in CIP account C01066601.589000
.
Recommendation
Staff recommends that the City Council authorize the City Manager to execute an
amendment to contract #7521 (CCS) with Culbertson, Adams & Associates for an
additional $71,825 to provide environmental analysis necessary to complete the Airport
Park EIR.
