SR-303-011-01 City Council Meeting 6-13-00 Santa Monica, California TO: Mayor and City Council Members Chairperson and Redevelopment Agency FROM: City and Redevelopment Staff SUBJECT: Recommendation for 1) City Council to consent to and Redevelopment Agency to Approve Payment of Agency funds for the Virginia Avenue Park Expansion Project, and 2) each to Adopt a Resolution Finding that the Project is of Benefit to the Earthquake Recovery Redevelopment Project. INTRODUCTION This report recommends that 1) the City Council consent to and the Redevelopment Agency approve the payment of Agency funds for land acquisition and improvements of the Virginia Avenue Park Expansion Project and 2) each adopt resolutions (Attachments A and B) finding that the project is of benefit to the Earthquake Recovery Redevelopment Project. BACKGROUND In 1991, the City purchased 2.2 acres of land at the northwest corner of Pico and Cloverfield Boulevards with the intent of using the site for a combination of affordable housing and expansion of Virginia Avenue Park. The purchase was funded in part by Housing Mitigation Funds. In the years that followed, the City decided to use the site solely for the expansion of Virginia Avenue Park. In fiscal year 1995-96, the Redevelopment Agency identified the Virginia Avenue Park Expansion as a project that qualified for funding under the 1 Earthquake Recovery Redevelopment Plan and met the goals and objectives of the Agency’s Five-Year Implementation Plan. Additionally, in 1997 the City allocated $101,911 from the Earthquake Recovery Redevelopment Project funds for the construction of park renovations and improvements. DISCUSSION Before the Agency can reimburse the Housing Mitigation Fund for the land purchase of the Virginia Avenue Park Expansion Project, or expend funds for construction of improvements at the park, certain actions are required by state law. The Agency, with the consent of the City Council, is allowed to pay for the value of land and improvements of publicly-owned facilities once the City Council adopts a resolution finding that the project is of benefit to the Earthquake Recovery Redevelopment Project Area; no reasonable means of financing the project are available; the project will assist in the elimination of one or more conditions resulting from the 1994 Northridge Earthquake disaster; and the project is consistent with the Agency’s Five-Year Implementation Plan. FINANCIAL/BUDGETARY IMPACT Once the City Council and the Agency have adopted the attached resolutions, an expenditure of $3,100,000 would be recorded at CIP account # C17039096.589000 and a revenue would be recorded at account #012224.404170. 2 RECOMMENDATION It is recommended that the City Council take the following actions: 1) consent to the payment of Agency funds for the Virginia Avenue Park Expansion Project, and 2) adopt the attached resolution (Attachment A) finding that Agency funding for the land and improvements of the Virginia Avenue Park Expansion Project is of benefit to the Earthquake Recovery Redevelopment Project Area. It is also recommended that the Agency take the following actions: 1) approve the payment of Agency funds for the Virginia Avenue Park Expansion project, and 2) adopt the attached resolution (Attachment B) finding that Agency funding of land and improvements of the Virginia Avenue Park Expansion Project is of benefit to the Earthquake Recovery Redevelopment Project Area.
