SR-303-010 (3)~ • RP:DM:tb City Cauncil Meeting May 24, 1988 i .. 3~3-a/t~ MAY ~ 4 1~88 Santa Monica, Californaa STAFF R~PORT TO: Mayor and City Cauncil v~ --- FR~M: City Staff SUBJECT: RECOMMENDATION T~ ADOPT RESQLUT~ON AUTHORIZING APPLICATTgN FOR LAND AND WATER CONSERVAT~ON FUND PROGRAM GRANT INTRODUCTION This repor't requests that the City Council adopt a resalution authorizing application for grant funds under the Land and Water Conservatian Fund Pragram of the Natianal Park Sexvice and requests authorization for the City Manager to apply for funds far constructian of the new restroom facility at Stewart Street Park. The Land and Water Conservatian Fund Pragram provides funds to federal agencies, the fifty states and six territories. The program, which is administered natianally by the National Park Service became e€fective in January 19f5, and is authorized for a twenty five year geriod. Under the provisions of the Caiifornia Outdoor Recreation Resources Plan Act of 1967, the expenditure of funds al~ocated to Califarnia is administered by the State Liaisan Office {SLO), who is the director of the 5tate Degartment of Parks and Recreation. ~ ~ - 1 - I~AY 2 ~+ ]488 ' . ~ ~ Funds for the program are derived from federal recreation fees, sales of federal surplus real praper~y, the federal motorboat fuels tax, and the Outer Continental Shelf mineral receipts. Local agencies eligible ta share in the funds are caunties, cities, recreation and parks districts and special districts with authority to acquire, daveiap, operate, and maintain public park and recreation areas. Eligible items include support facilities such as restrooms. This propasal is far the development of a new restroom facility at Stewart Street Park. This is a reimburs~ment program. The City is expected to finance the entire project (currently part of the projected Phase IV Development for the Stewart Street Park). Fifty percent of the actual expenditures up to the support ceiling of the grant will be refunded when the project has been completed, if the grant is approved. BUDGET/F~NANCIAL IMPACT The allocation will represent an increase in budgeted revenues available to the City. The current projected cost for this restroom facility is $95,000. An allocation of fif~y p~rcent reimbursement could potentially save the City up to $47,500 on the total cost of this construction. RECOMMENDATION It is recommended that the City Council: l. Prepared by: ~odie Masby Business Division Head DM:tb srgrant - 3 - ~ ~ RESOLUTION NUMBER (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY dF SANTA MONICA AUTHORIZING THE APPLICATI4N FOR LAND AND WATER CONSERVATION FUNDS FOR THE STEWART STREET PARK RESTR~QM PROJECT WHEREAS, the Congress under Pubiic Law 88-578 has authorized the establish~nent a€ a Federal Land and Water Conservation Fund Grant-In-Aid Program providing matching funds to the State of California and its palitical subdivision for acquiring lands and developing faci~ities for public outdoor recreation purposes; and WHEREAS, the State Department of Parks and Recreation is respnns~ble for the administration of the praqram within the state, and for setting up necessary rules and procedures appl~cat3an by I.ocal agencies under the program; and WHEREAS, said adapted pracedures established by the State Department of Parks and Recreation requires an applicant to certify by resalution the approval of an application and the availability of local matching funds prior ta submission of said appl~cation to the stat~; and WHEREAS, the project must be compatible with the applicant~s land use plans immediately surrounding the project; and - 1 - ~ ~ WHEREAS, the proposed restroom facili~y at Stewar~ Stree't Park is consistent with the Statewide Coinprehensive Recreation Resources Plan: California Qutdoar Recreatian Plan - 1988, NOW, THEREFORE, THE CITY COUNCIL 4F THE CITY OF SANTA MONICA DOES RESOLVE A,S FOLLOWS: SECTIDN 1. The filing of a Land and Water Ganservation Fund assistance applicatian for the construction af a re~trocn~ facility at Stewart Street Fark is appraved and authorized. SECTION 2. The City Cauncil certifies that the City of Santa Manica has matching funds for the pro~ect and can finance one hunclred percent of the groject, half of which will be reimbursed. SECTION 3. The City Council certifies that the praject is compatible with the land use plans of the City af Santa Monica immediately surroundfng the project. SECTI~N 4. The City Manaqer or his designee is authorized to conduct a7.1 negotiations, execute and submit all docu~nents including, but nat limited ta, applicatians, agreements, amendments, invoices and billing statements, whi.ch may be necessary for the completion of the aforementioned project. - 2 - ~ . ~ ~ SECTION 5.
