Santa Monica!~lfornia, May 18, 1982 TO: Mayor and City Council 3~3-- 0/0 / /-/1 MAY 2 5 1982 FROM: Clty Staff SUBJECT: Approprlation of Funds to Deslgn Stewart St. Park Jntroduct i on This report requests Council approprlate 518,000 from eXlstlng CDBG contingency funds for the deslgn of Stewart St. Park. lla_c_kground On Aprll 27, 1982, Council approved the renovation of Stewart St. Park as a CDBG prOJect for 182-'83. To expedlte completion of this project, Council is requested to approprlate $18,000 to begin the deslgn phase. Staff is particularly concerned with the timlng of constructlon because of the potential disruption of Little League play on thlS field, and HUD's contlnual pressure to shorten the time of completion on City projects. If Council takes the requested action! the five-week lIhead start" would help to insure completion of the project by ~1arch of 1982, and avold conflict with park users. Communlty Involvemen~ Efforts wlll be made through the Community Lialson to contact local residents and block clubs to lnvolve them in planning park lmprovements. Recreation and Parks Staff wlll contlnue discusslons with the Mountain View Mobile Home Park residents and will meet with the Franklin and Cloverfield/Virginla block clubs to get an ldea of community needs. In addltion~contact will be made with the Edison School PTA and Youth Sports organizations and a flier/questlonnalre will be dlstributed to residents living in the lmmediate area (east of Stewart St. on both sldes of the freeway). A planning meeting wlll be called at a local facility to get additional lnput from residents who are not involved in an established community group. A sense of communlty prlorltles will be clear from this outreach process which will lead to increased utilizatlon of Stewart St. Park by local residents. ,,/-~ MAY 2 5 1982 ....... '+ . .
