Introduction This report requests the City Council award a contract for the stewart street Park Renovation to American Landscape Inc., the lowest responsible bidder, in the amount of $183,121.00. Backqround stewart street Park Improvements became part of the capital improvement proj ects budget in fiscal year 1987/88. Under the terms of the California Park and Recreation Facilities Act of 1984, the state of California made $78.5 million available over a three-year period for Regional Competitive Grants. During fiscal year 86/87, $11,970,500 was allocated to the District in which Santa Monica is located. Applicants' projects competed in three separate categories: regional serving, community serving and neighborhood serving. No matching City funds were required for these grants. Stewart street Park - Phase IV Development was approved for funding under the act and $200,000 was made available for stewart street Park in fiscal year 1987/88. 1 ~-N JAN 3 0 1990 . . ~ The bid documents required the contractor to submit a base bid for filling and regrading of the site beyond the existing play- fields; replacement of the existing turf and irrigation systems in the areas affected by this construction; the addition of paved walkways to create an internal pedestrian loop; and the base con- struction of two play areas IIAII and IIBII. The bid documents re- quired the contractors to submit alternate prices for sixteen items. A Notice Inviting Bids was published on November 23 and 24, 1989 in the Evening outlook and in four construction journals. Bid- ding packages were requested by ten contractors and were also forwarded to nine minority/small business contracting associa- tions and one organized labor council. Bids were received, opened and publicly read on December 21, 1989. Five bids were received. Based on the bids received, staff recommends awarding the base contract along with the following alternates: Alternate Item 3: This item adds a regulation high school size concrete basketball court to the east side of the park. Alternate Item 4 (Play Area "A"): This item provides a totally accessible safety surfaced play area with equipment specially designed for wheelchair use. It is recommended for ages 3 to 12. Alternate Item 7 (Play Area "BII): This item provides play area "B" with equipment recommended for ages 7 - 12. 2 . . Alternate Item 9: This item adds benches for supervision of the play areas and along the pedestrian walkways. Al terna te Items 14 and 15: These items add 24" box and 36" box trees at strategic locations in the park. References for American Landscape, Inc. have been checked and their work was found to be satisfactory. In addition, American Landscape, Inc. has performed work in the past for the City and their work was satisfactory. Recommendations It is recommended that the city council: 1. Award a contract for the stewart street Park Renovation to American Landscape Inc., the lowest responsible bidder, in the amount of $183,121.00; and 2. Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with Administrative Instruction on Change Orders.
