SR-303-009 (6) . . . . ,,-~ OCT 1 3 1987 RP:DTA:DS:tb City council ;303-000/' Santa Monica, California Meeting October 13, 1987 TO: Mayor and city council FROM: City staff SUBJECT: DESIGN REVIEW FOR PALISADES PARK EXTENSION INTRODUCTION The southern portion of palisades Park has been extended to the Santa Monica Pier entrance at the foot of Colorado. This has made it possible to improve access to the Pier from the Park. This report describes proposed improvements on that extension and recommends city Council approval. BACKGROUND In 1983 the vehicle access ramp to Pacific Coast Highway between the Santa Monica Pier entrance and Palisades Park was closed to ease traffic conflict. In 1986 the ramp was removed and filled with soil extending Palisades Park to the Pier. In early 1987 the filled area was grassed over and new bluff fencing was installed. Staff then hired landscape architect Larry steinle to explore alternatives for improving access between the Park and the Pier. The plan submitted to the City Council, prepared by Mr. steinle, shows the proposed improvements for the area. The major elements include realignment of the Colorado entrance walkway to Palisades Park so that the entry focuses on the cannon; widening of the walkway onto the Pier; a new walkway from the cannon to the pier bridge; realignment of the Palisades Park service road away from - 1 - oc~ ;i7 , . . . . the Colorado entrance; repaving of the circle around the cannon; and new seating around the cannon. The proposed seating will involve the installation of single metal seats.- The improvements will improve pedestrian traffic flow between palisades Park and the Pier by eliminating the existing railing and providing a paved walkway. Access to the Pier will be enhanced by widening the existing concrete walk. The proposed walkway alignment will make the cannon the focal point. The cannon area will be much more inviting with the proposed paving and seating. The plan was approved by the Architectural Review Board on September 2, 1987. The plan is available for review by the City Council in the Council Office. FINANCIAL IMPACT Funds in the amount of $23,831 remain for this project in account number 01-740-511-000-937. Additional funds will not be required. RECOMMENDATION staff recommends that the City Council approve the design as submitted and authorize staff to proceed with the additional improvements.
