ThlS report requests Clty Counell approval of the deslgn for new fenclng
along the bluff 1n Pallsades Park

In 1981, the C1ty recelved a $156,790 bequest for the beautlf1cat1on of
Pallsades Park from Laura A. Blllerbeck. There 1S an add1t1onal $7,500
1n 1nterest. The funds are restr1cted to projects ln Pallsades Park, wlth
a request that some funds be used for a decoratlve fence/barrler along the
bluff. There lS approxlmately 8,000 llneal feet of fenc1ng along the bluff.

on the park 51de The remalnlng 1/4 lS ornamental concrete fence wlth cha1n11nk
attached on the park 51de. Much of the wood ra11 fence lS deter10rated,
unslghtly, and reqU1res constant malntenance. Staff proposes to replace
the wood rall fence and leave the eXlst1ng concrete fence 1n place. The
cha1n11nk on the concrete fence would be moved from the park slde to the
bluff slde to lmprove overall appearance.
Staff prepared SlX a1ternat1ve fence deslgns that lncluded comblnat1ons
of wood, concrete, and chalnllnk Oeslgn conslderatlons lnclude V1Slb111ty
through the fence, long term durablllty, malntenance costs, lnstallat10n
costs, and overall aesthetlcs. The alternatlve deslgns were presented to
the Recreat10n and Parks Comm1ss1on. After rev1ewing the des1gns and costs,
the Commlsslon lndlcated thelr preference for a concrete rall fence deslgn

3 precast, sandblasted, concrete ralls 6 lnches hlgh wlth an 8 lnch space
between rails. The top of the fence will be 42 inches high. There wlll
be no chalnllnk on the fence. There wlll be a precast sandblasted concrete
post at 6 ft. lntervals
The concensus of the Commlss1on was thlS deslgn
offered the most V1S1blllty through the fence at an affordable cost.
The cost of the proposed deslgns ranged from 521 per 11neal foot for the
concrete rall fence to $30 per l1neal foot for a comblnatlon concrete/chalnllnk
fence The eXlstlng ornamental concrete fence would run about $26 a 11neal
foot to replace. For reference, the proposed concrete rall fence would
cost $126.000 plus some demolltlon costs.
Because of the potentlally hlgh cost of the proJect, sample panels of the
proposed rall fence have been 1nsta1led 10 Pal1sades Park at the foot
of Arlzona. and at no cost to the Clty to allow Councll members, Recreatlon
and Park Commlslsoners, ARB members and the publlC to Vlew the proposed
fence 10 the park settlng. The Recreatlon and Parks Comm1ss1on approved
the fence deslgn on Aprl1 21, 1983 , and the Archltectural Revlew Board
approved the des1gn at thelr meetlng of May 4, 1983. C1ty Councl1 members
are encouraged to V1S1t Pal1sades Park to Vlew the sample fence panels
prlor to the Councl1 meetlng.
Recommendatlon
Staff recommends that Councll approve the Palisades Park fence as recommended
by the Recreatlon and Parks Commlss1on and the Archltectural Revlew Board
