SUBJECT: Professional Services Contract with Black & Veatch Corporation in an
amount not to exceed $750,000, Including Contingency, for Phase I of
Program Management Services of the Santa Monica Palisades Bluff
Project; and Reimbursement Agreement between the City and the
Redevelopment Agency for the Santa Monica Palisades Bluff Project.
Introduction
The report recommends that the City Council and the Redevelopment Agency authorize
the City Manager and the Executive Director, respectively, to negotiate and execute a
Professional Services contract with Black & Veatch Corporation in an amount not to
exceed $750,000, including contingency, for Phase I of program management services
of the Santa Monica Palisades Bluff Project. It is further recommended that the City
Council and the Redevelopment Agency authorize the City Manager and the Executive
Director, respectively, to execute a Reimbursement Agreement between the City and
The Redevelopment Agency for the Santa Monica Palisades Project.
Background
The Santa Monica Freeway (Interstate 10) terminates in the City of Santa Monica,
merging with California Route 1, the Pacific Coast Highway (PCH). The Santa Monica
Palisades Bluff extends approximately 1.6 miles along PCH in the City of Santa Monica

edge from 30 to 150 feet in height. The slopes of the Bluff are steep to near vertical at
various locations with deeply eroded gullies and areas of landslide debris at the toe of
the Bluff. Traffic congestion caused by potential bluff failures adversely impacts
commuters, visitors, business owners, residents and the environment.
Palisades Park, which is over 100 years old and sits atop the bluff face, is defined as
the area between Ocean Avenue and the edge of the top of the bluff.
After the January 17, 1994, Northridge earthquake, sections of Palisades Park were
impacted by landslides, debris/mud flows, fractures and slides in the bluff area. The
damage was exacerbated by further sloughing after the disaster level storms of 1995
and 1998.
In November of 1996, the City retained the services of Dames and Moore, geotechnical
engineers to conduct an evaluation of the earthquake and storm damaged areas of
Palisades Park and the Bluff. The Dames and Moore report recommended that the
existing concrete railing fence and edge path be set back at a safe distance from the rim
of the Bluff within Palisades Park. This work was paid for by FEMA and accomplished
in conjunction with the recently completed Palisades Park renovation project. The
Palisades Park renovation also re-graded the Park and redirected the existing surface
drainage into underground storm drain devices to reduce the amount of surface runoff
on the Bluff.

In 1998, Congress passed the Transportation Equity Act for the 21st Century. One of
the High Priority projects approved under that Act was the Santa Monica Palisades
Bluff. Six million dollars ($6,000,000) of federal funds were authorized towards the
stabilization project. Furthermore, in 1999 the Redevelopment Agency approved an
Implementation Plan for programs through 2003-04 that included funding towards the
Santa Monica Palisades Bluff Project, under the disaster prevention and mitigation
program for the Earthquake Recovery Redevelopment Project Area.
Discussion
The Santa Monica Palisades Bluff Project will involve geotechnical investigation, field
and laboratory testing, public outreach, environmental clearance, recommendations for
alternative repair, development of funding options, concept design, Board and
Commission approvals, design development, working drawings, bid specifications and
construction. Phase I of the program management entails oversight and coordination of
these project components except construction. Staff will return to Council and the
Agency with a recommendation to extend the program manager's contract for the
construction management of the project when the scope and nature of that work is
better defined.
The Santa Monica Palisades Bluff Project adjacent to and above PCH will greatly
improve the flow of traffic; provide for the protection of public and private property; and
enhance safety of the public. Maintaining the full use and historic character of Palisades
Park will be one of the end products of the project.

Discussion
In November 13, 2000, a Request for Qualifications was advertised for the program
management of the Santa Monica Palisades Bluff Project. On December 14, 2000, six
proposals were received: Black and Veatch Corporation, CBM Consulting, Inc., CNC
Engineering, Daniel Mann Johnson and Mendenhall, Parsons Corporation, and URS
Corporation.
A selection committee was formed to evaluate the proposals and develop the short list.
The selection committee consisted of: the City Engineer, a Senior Civil Engineer, and a
Civil Engineer. The short-listed firms selected and interviewed by the committee were:
Black and Veatch Corporation, CNC Engineering and Parsons Corporation. URS
Corporation withdrew from the list of firms to be considered. The selection criteria
included the firm's understanding of the project's scope; direct experience on similar
projects and approach to work; technical competence and qualifications of the proposed
staff; the ability to meet the desired time frames; ability to oversee the public outreach
effort and cost of services.
Black and Veatch Corporation has had extensive experience with large projects located
immediately adjacent to the Santa Monica Bluff Project and has effectively worked with
neighborhood groups and the public at large on those projects.
References checked for Black and Veatch Corporation included program and
construction management for projects in the City of Los Angeles, City of Santa Monica

and Port of Long Beach. In The City of Los Angeles, Black and Veatch Corporation
performed project management at the Hyperion Treatment plant for the Primary and
Secondary Digester Battery projects. In the City of Santa Monica, Black and Veatch
Corporation performed construction management for the Beach Improvement Group-
Palisades Park and South Beach Improvements; the Santa Monica Urban Runoff
Recycling Facility and the PCH Coastal Interceptor Sewer Line. Black and Veatch
Corporation has also performed program management for projects at the Port of Long
Beach in the areas of facility upgrades, utility service demolition and container terminal
development for the Pier S Marine Terminal Development Project.
All references contacted commended the Black & Veatch Corporation team as being
very knowledgeable and competent, professional and able to conform to project
timelines, manage budgets and control costs.
Staff recommends Black and Veatch Corporation to perform Phase I of the Program
Management Services for the Santa Monica Palisades Bluff Project.
Budqet/Financiallmpact
Funds for $750,000 for the Phase I of the Program Management of the Bluff Project are
available in Account No. C17068501.589000, Palisades Bluff Project, funded from the
Earthquake Recovery Redevelopment Fund.

The City's General Fund will lend the project funding to the Redevelopment Agency,
and the Redevelopment Agency will repay the City from available tax increment
revenues. The execution of the Reimbursement Agreement will formalize the loan
between the City and the Agency for this project. The amount of this Reimbursement
Agreement is for the $1,500,000 of existing budget authority for the above referenced
capital improvement project. The Reimbursement Agreement will be amended when
additional budget authority is approved or when a construction contract is awarded by
City Council for the bluff work.

Recommendation

complete additional work within budget authority; and
3. Authorize the City Manager to Execute a Reimbursement Agreement between the
City and the Redevelopment Agency for the Santa Monica Palisades Bluff Project.
Staff recommends that the Redevelopment Agency:
1. Authorize the Executive Director to execute a professional services contract for
Phase I of the program management of the Santa Monica Palisades Bluff Project
with Black & Veatch Corporation, in an amount not to exceed $680,000 and approve
$70,000 in contingency funds for the contract; and
2. Authorize the Executive Director to Execute a Reimbursement Agreement between
the City and the Redevelopment Agency for the Santa Monica Palisades Bluff
Project.
