Subject: Award a Construction Contract for the Palisades Park ~enior Center
Restroom Renovation Project
Recommended Action
Staff recommends that the City Council:
1. award a cor~struction contract to Union Construction ~ompany, the best bidder,
in the amount of $276,000 plus a 1(}°/a contingency of $27,G00 far a#atal amo~ant
of $303,600 for the renavation of the exterior restroom at the Senior Recreation
Center located in Palisades Park; and
2. authorize the City Engineer to issue any necessary change orders to complete
additional work within budget authority.
Executive Summary
The Senior Recreation Center restroom is a public facility located on the south exterior
side af the existing building lacated at 145Q Ocean Avenue. The facility serves those
who visit Palisades Park and the surrounding areas. The building was constructed over
50 years ago and has been heavily used by tourists, joggers, park users, and senior
center patrons. Due to age and use, the exteriar restroom facility has deteriorated
beyond repair, The project includes renovatir~g the restroams with new interior finishes,

replacing the f~ghting and the sewer lateral lines which are blocked and damaged from
tree raots. Staff recommends that the construction contrac# be awarded to Union
Construction Company in the amount of $276,000 plus $27,600 (10%) contingency for a
total amount af $3Q3,600.
Discussion
The new desrgn will provide natural light and ventilation, reducing energy consumption.
The design includes waterless urinals and water efficient fixtures. The renovatian
includes relocating the entrance doars and recon~guring the toilet stalls with new raised
partitians far better visibility and security, while maintaining an apprapriate level of
privacy. There will also be a plumbing chase that wil~ allow ease of maintenance.
Design was developed with City staff from various departments including Comrnunity
and Cultural Services, Maintenance Management and Civil Engineering and
Architecture Divisions. The design was reviewed and approved by the Building and
Safety Division in December 2Q06.
Gontractor Selection
A Notice Inviting Bids was published on November 17, 2008, and November 18, 200~,
ir~ the Santa Manica Daily Press. Eigh# contractors requested bid packages, eight
companies attended the pre-bid job walk, and seven sealed bids were received by the
City Clerk's office and publicly opened on December 12> 2006, by the Deputy City Clerk.

Bids were evaluated based on competitive pricing, understanding of the project's scope,
direct experience on similar projects, approach to the wark, technical competence,
qualifications of the propased staff and the ability to meet the desired time frames.
Staff recommends Union Construction Campany as the best bidder based on their
price, quality of services ofFered, and experience with similar projects including St.
John's Well Ghild Center and remadeling work for the Community Redevelopment
Agency for the City of Los Arrgeles. City staff contacted the reference agencies and all
respondents reported that the contractor's work was completed in a timely and cost-
efFicient manner while maintaining cansistent quality. City stafF contacted the Center for
Gontrae# Compliance and found Union Constructian Company is in good standing and
capable of handling labor compliance issues. City staff also verified with the State
Contractars' License Board that Union Construction Company's license is current,
active, and in good standing.
