SUBJECT: Request for Appropriatlon of Funds for Securlty
Fence Installation at Ozone Park
Introduction
ThlS report transmits a request to appropriate $3,500 in General
Fund Capital ProJect Reserves to cover the cost of security fence
lnstallatlon at Ozone Park.
Background
Durlng the August 9, 1983 Clty Council meeting, several Ocean Park
residents requested that a fence be installed around the tot area
of Ozone Park. Clty Councll responded by directing City staff to
lmmediately lnstall a fence in that area and allocated $3,000 ln CDBG
funds for that purpose.
On August 23, 1983, an Information Report was transmltted advising
the Clty Councll of a target date for the completion of the fence
lnstallation and further notifYlng the Council of the possibility
that thlS proJect would not quallfy as an eligible CDBG proJect.
This was due to the fact that the two Ocean Park Census Tracts
(7020 and 7021) no longer qualify as low and moderate-income areas
and that staff would have to obtain
neighborhood census data to
determine if a smaller neighborhood area around Ozone Park would
meet income eligibility crlteria.

Clty staff has now obtained and analyzed pertinent nelghborhood
statistical data which indicates that the immediate service area around
Ozone Park does not qualify as a low and moderate lncome neighborhood.
In order to qual1fy, a designated area must consist of at least 51%
low and moderate income residents. The neighborhood adjacent to
Ozone Park is comprised of 37% low and moderate income residents and
therefore the fence installation 1S not eligible for CDBG fundlng.
Since this activity was seen as an urgent need, the fence was
installed as requested for a total cost of $3,500. It 1S
now necessary to appropr1ate funds in the Department of Recreation
and Parks budget for thlS project lnstead of using appropriated
CDBG funds.
BudgetjFlnanclal Impact
As previously discussed, $3,000 in CDBG funds were appropriated
for this proJect. Actual expenditures, however, wlll be $3,500.
Therefore, $3,500 must be approprlated to Recreation and Parks
Account No. 01-400-511-000-804 from the General Fund Capltal
ProJect Reserves. In addltion, Councll w1ll have to rescind the
approprlation authority in Community and Nelghborhood Services
Account No. 19-200-262-000-727 1n the amount of $3,000 and increase
approprlation authorlty by the same amount in CDBG Contingencles
Account No. 19-200-262-000-724.
Recommendation
City staff recommends that the Clty Council approve an appropriation
of $3,500 in General Funds Cap1tal Project Reserves to Recreation
