SR-303-007 (7) 1fJ APR 2 7 2004 EPWM:CC:AA:LF; F:\DA T A\SPFILES\SP1926 Skatepark\cc1926GMP(DP).DOC City Council Meeting: April 27, 2004 Santa Monica, California TO Mayor and City Council FROM: City Staff SUBJECT: Activation of Phase Two of Design-Build Contract 8192(CCS) with California Skateparks to Construct Skate Park at Memorial Park Introduction This report recommends that City Council activate phase II of the design-build contract 8192(CCS) with California Skate Parks and approve a Guaranteed Maximum Price (GMP) in the amount of $458,750 plus $46,250 (10.1%) in contingency for construction of the Skate Park at Memorial Park, Background The Santa Monica area is considered by many to be the birthplace of skateboarding. Thirty years ago skateboarding was popularized when skateboarders, in an area between Santa Monica and Venice historically known to skateboarders as "Dog Town' demonstrated their aggressive skating skills in pools, stairs, streets and on sidewalks. Today, the popularity of skateboarding, in-line skating, and BMX biking, among kids and adults has soared throughout the world. In spite of this demand, there are limited places to skate in Santa Monica As part of the FY 2001-02 Capital Improvement Budget process, funds were identified to design and construct a permanent skate park. Staff studied several potential sites 1 1~ APR 2 7 2004 and on July 9, 2002 City Council approved the staff recommendation to construct the skate park at Memorial Park. On March 11, 2003 City Council approved a two-phase Design-Build Agreement with California Skate Parks, In accordance with the Design Build agreement staff executed an agreement to complete Phase design services and is returning to Council to activate Phase II of the agreement, which includes completing construction documents, commencing and completing construction, and approval of the GMP. Discussion Phase one of the Design-Build agreement included developing conceptual designs, design development, budgeting, and scheduling. California Skate Parks developed designs with public input at two widely publicized public workshops, at which time local skaters and bikers reviewed designs and provided feedback on skate park design features and layout. The final design consists of in-ground concrete bowls and structures that will provide a flowing and challenging experience for skaters and bikers at all levels of expertise. The skate area is enclosed with decorative fencing and there will be a single point of entry for security and control. The storm-water runoff resulting from the impervious concrete surfaces will be reduced by the installation of new drywells that will percolate storm-water runoff into the groundwater basin. The design was reviewed by the Recreation and Parks Commission on November 20, 2003 and approved by the Architectural Review Board on March 1, 2004. The final conceptual drawing is attached. 2 BudoetlFinanciallmpact FUNDS REQUIRED GMP Amount: Contingency: Total Required $ 458,750 $46,250 $505,000 AVAILABLE FUNDS: Funds in the amount of $505,000 are available in the following accounts: "Skatepark" Account Number C01 075202.589000: $348,000 "Skatepark" Account Number C530752.589000: $150,000 Skate Park" Account Number C200752: $7.000 Total Available $505,000 Completion of the Skate Park is anticipated in Fall 2004. Ongoing operating costs are expected to be $26,307 and are being incorporated into the FY 04-05 budget.
