CARS: BFM:JL:DM: staf8789 City Council Meeting: september 26, 1989 Santa Monica, California STAFF REPORT 10--.4 SEP 2 6 1989 TO: Mayor and City Council FROM: Recreation and Parks Commission SUBJECT: RECOMMENDATION TO ESTABLISHMENT A DOG RUN ON AN INTERIM BASIS IN MEMORIAL PARK INTRODUCTION This report recommends that the City Council establish a dog run on a six month trial basis at Memorial Park, and revise City codes to permit its use. BACKGROUND During the last few months, Council members and staff have been approached by dog owners requesting the establishment of a dog run area on a six month trial basis, modeled on a successful trial of a dog run designated by the City of Los Angeles at Laurel Canyon Park (a petition is attached). The Los Angeles City Council recently voted to extend their experimental project at Laurel Canyon Park, as well as approving dog exercise areas in two other Los Angeles parks. DISCUSSION Staff reviewed available park space based on the following criteria: adequate space that is not heavily used by the general public for recreational uses; an area able to be enclosed in order to separate uses; and availability of a water source. - 1 - /tJ-A SEP 2 6 1989 After review of ajltcity parks and open space~ staff recommended to the Recreation and Parks Commission, at their meeting of August 17, 1989, that the dog run area be located at Memorial Park. Staff identified an area between the tennis courts and the northern property boundary of the Park which is not actively utilized by park patrons. This area is 21' in width by 230' in length and is presently fenced on two sides. Additional fencing on the east and west ends, as well as installation of a gate will be required. In addition, a hose bib will have to be installed to provide water and decomposed granite will have to be placed over the dirt. Garbage cans and "pooper scoopers" would also be provided. RULES After contacting dog owners and the Police Animal Control Unit, it is suggested that the rules for use should include, but not be limited to, the following: 1. The public will use the Park at their own risk. 2. Dogs must display visible license registration tags. 3. Dogs must be leashed to and from the parking lot. 4 . Dogs must be accompanied by an adult owner or trainer. 5. No vicious dogs allowed. 6. Owners unleash dogs at their own risk. 7. City assumes no liability for disease risk, injury or illness to dogs using the Park. 8. Hours of operation shall be 7:00 a.m. to 10:00 p.m. - 2 - dai. . 9. All owners/trainers shall clean up after dogs. 10. No glass containers allowed in area. 11. Group use requires a permit. Call 458-8310 Currently, Santa Monica Municipal Code Section 4115 states that dogs are not allowed on "any school ground, recreation or playground, or public park, ... or upon the beach sands... ". In order to establish a park area for dog use and remain in compliance with City laws, the Santa Monica Municipal Code would have to be changed. BUDGETARY/FINANCIAL IMPACT staff estimates the costs for preparing the site to be approximately $4,100. In addition, staff estimates maintenance of the area to take about five hours per week at a cost of approximately $90. These costs can be absorbed within the current Parks Division budget for FY 89-90. RECOMMENDATION The Recreation and Parks Commission recommends that the city council 1 1) Direct City Attorney to prepare a change in the Santa Monica Municipal Code Section 41151 2) Approve the six (6) month trial basis of a designated park area for dogs at Memorial Park 1 and 3) Approve the proposed rules for use.
