"-' TO: Mayor and City Council "303 --co~ II ~~ JUN 2 4 1980 FROM: City Staff SUBJECT: Renovatlon of Play Area at Marine Park IntroductlOn This report requests Council approval of plans for renovating the Marine Park Pl ay Area. Background The 1979-1980Park DiviSlOn Budget provldes $22,000 for the renovation of the play area at Marine Park. The existing play equipment is limited and outdated. It is situated in a spacewhlch is difficult to maintain and is not aesthetically pleasing. A primary consideration for new equipment is to provlde creative play experiences for a broad age group with some sense of separation between younger and older age groups. Valuable input was received from parents involved in the Tiny Tot program. The proposed plan would establish a nautical theme wlth a timber boat structure as the central piece of equipment. The boat is boarded from a wooden clatter bridge similar to a gangway. Four springmounted toys in the fonm of a seahorse, a whale, a tortoise, and an alllgator will be installed near an existing mural deplcting an underwater scene. Other new equipment includes a tire sWlng. a tiny tot sW1ng, sprlng platforms and a slide. Two pieces of existing equipment, a swing set and a rope cl1mb. will be saved. The slide will be mounted from a six- foot hlgh timber wall. Behind the wall a grass llmountain" will be fomed allowing the children to climb to the top of the slide. The play area ~l/il1 be surrounded by an 8" ~Jide concrete mowlng str1p to contain the sand within the play area. The proposed play area is somewhat smaller than the existing sand area. Our petition relates to the rental fees levied on our club by the Recreation and Parks Department. In December, 1979, the Director of the Recreation and Parks Departwent informed our club that our two hour rental fee for the use of the Karlne Park Auditorium would be raised substantially during the ensuing years. The two hour rental fees (in 1979 dollars) were to be as follows: Year Two Hour Rental Fee Saturday Nlght Dance Rent cost per Square (eight people) 1980 1981 1982 1983 $ 14.00 23.00 32.00 40.00 $ 28.00 46.00 64.00 80.00 $ 2.33 3.83 5.33 6.16 The Director stated that the above fees were reasonable when compared to the cost of cODparable facilities in the area. This is not true for SQuare dance clubs. Sauare dance clubs have always been sponsored by local goV€rnM€Dts, -businesses or churches just as Santa Monica h2S sponsored the R~d Ribbon Squares. Below are the per square (a square is 4 couples) rental rates for 1980 for the five ~quare dance clubs closest to the Red Ribbons: . This is a rental rate of $2.33 per square. As can be seen in the above analysis, the Red Ribbons have a far higher rental rate now than the oth~r clubs - and this difference will become enormous in the future. At the present time our door donation is $2.25 per person compared to $1.50 to $2.00 per person for the otDer clubs. Thus our club cannot raise more money frow donations and our club already dances near the hall's capacity. Should these rental rates continue, our club ~ust soon change locations or disband. To date our club has been unable to find another organization willing to sponsor our club. Thus, without rent relief, our club roust inevitably disband. Our club has danced in the Santa Monica area for 29 years and in Marine Park Auditoriuw since it was huilt. We provide recreation for 200 dancers every week. We also put on dances when requested by the various Santa Monica civic groups. We felt it was necessary that the people of Santa Monica be aware of our plight. Our fate is now in your hands. OUr Club has danced at Marlne Park ever since it was built, an~n the Santa Monlca area for 29 years. The Club is one of the oldest square dance clubs ln the greater Los Angeles area. The Red Ribbon Squares has, for many years, sponsored a beginning square dance class at Marlne Park on Tuesday nights. This dance 15 open to all Santa Monlca residents. In addltion the Club also dances at Marine Park every Saturday nlght and on New Years Eve. These dances are open to anyone who has completed any beglnners class in basic square danc~ng fundamentals. The Club is run strickly by volunteers. Non of the administra- tive personnel are compensated nor are any of our members who assist the Tuesday basic instructlonal classes. The Club has also staged many benefit square dance exhibitions when so requested by Santa Monica civic groups. For the period of February 1 to December 31, 1979, the club was requested to pay $813.63 for our Tuesday and Saturday dance permits calculated on the basis of $5.00 for each two hours.
