IntroductlOn This report requests the Clty Councll award a contract. contingent upon City Council approval of Item llC, for alteration and renovation of Marine Park Recreation Center for use as a Chlld care center to Kevln Kraus Construction Co., the lowest responsible b1dder, In the amount of $298,100.00. Background In October of 1988, the Clty Councll approved the use of a portion of the Marine Park Recreatlon Center for a 3,000 square foot children's day care center for children of C1ty employees as well as resldents of the C1ty. Plans for alteration and renovation of the faci11ty were prepared by the General Servlces Department, ClVll Engineenng DivislOn in consultation with an archltectural firm speclal iZlng in Chlld care center design and with a local Chlld care center director with expertlse in lnfant care and State licensing requ1rements. A Notice Invlting Bids was publ1shed on October 31 and November 1, 1989, in the Even1ng Outlook and in four constructlon Journals. Biddlng packages were 1 a 1 so forwarded to ei ght t-K DEe 1 2 1989 requested by eleven contractors and were . . minorltyjsmall business contracting associatlons and one organlzed labor council. While numerous bidding packages were requested, there was dlfflculty in obtalning bids due to the nature and relatlvely small Slze of the project. To obtain addltlonal bids an Addendum was issued extending the bld opening one week. Blds were recelVed, opened and publ icly read on December 8, 1989. Six bids were received as follows: Kevin Kraus Construction Co. M.S. Construction & Electrlcal Contractor California IBA Inc. J. Grothe Enterprises, Inc. Cavecche Engineerlng & Construction Co., Inc. Hugh F. Peters & ASSoclates BASE BID $248,750.00 $249,950.00 $329,785.00 $334,919.00 $390,168.00 $399,999.00 Clty Engineer's Estimate $ 300,000.00 The bid documents required that contractors submlt prlces for seven Additive Alternate items. Listed in Table 1 is a summary of the Additlve Alternate Bid items and prices by Contractor. Staff recommends acceptance of the following Alternate items 1n the order shown: 5A. Outdoor Storage Areas: These areas though outside the building are incorporated into the basic bUllding structure and of the same materials as other work on the proJect. They are integral to outdoor functions and equipment securlty. 2 . . 1A Outdoor Play Equ1pment: Play equipment selected by the day care consultant for the three specif1c age groups and developmental levels. 7A Outdoor Pav1ng Area: All weather surface for games, tr1cycle riding and various organizat1onal and developmental functions. Prov1des contalnment border for sand filled play areas. Financ1al Impact Funds required for the contract are as follows: Base B1d $ 248,750.00 Additive Alternates lA, 5A, 7A 49,350.00 Construction Contract Total $ 298,100.00 Cont1ngenc1es 30,000.00 Total Funds Requ1red $ 328,100.00 Appropr1ation authority 1n the amount of $279.015 is currently available for thi s project in eIP Account Numbers 01-710-262-26590-8910-99177 ($85,100), 01-710-262-26589-8910-99177 ($143,915) and 53-740-511-26490-8923-99193 ($50,OOO). Funds in the amount of $49,085.00 must be appropr1ated from General Fund reserves to eIP Account Number 01-710-262-26590-8910-99177 to complete fund1ng for th1S proJect. Recommendation It 1S recommended that the City Council: 1. Award a contract. cont1ngent upon City Council approval of Item 11C, for alteration and renovat1on of the Marine Park Recreat10n Center to Kevin Kraus Constructlon Co., the lowest responsible bidder, in the amount of $298,100.00; 3 . . 2. Approprlate funds ln the amount of $49,085.00 from General Fund reserves to CIP Account Number 01-710-262-26590-8910-99177 to complete funding for the project; and 3.
