Appl1cation to the Land and Water Conservat1on Fund for Renovation
of Lincoln Park Tot Lot
Introduction
This reoort requests Council approval of the attached resolution authorizing
applicatlon for Land and Water Conservation Fund assistance in the renovation
of the Lincoln Park tot lot.
Background
Durlng last year's budget sessions. staff presented Council with a report
detaillng progresslve levels of development and estimated costs to renovate
the tot lot ln Llncoln Park. Total costs of the project will be approximately
$30.000. During budget adoption sessions, Council approprlated $15,000 toward
the project.
Development costs are an ellgible project expense for funding through the Land
and Water Conservatlon Fund. This is a competitive grant requiring a 50% match
from the Clty. It provldes a way for the City to secure the additlonal fundlng
to flnance the Lincoln Park tot lot renovatlon, lf successful. Deslgn is
currently being developed with the participatlon of the nelghbors. Funds would
be recelved in '83-'84. While the Land and Water Conservation Fund provides
only 50% matchlng funds lt is nevertheless necessary to submlt an appllcatlon
for the full proJect funding of $30,000.
Recommendation
Staff requests the City Council to authorize the application for $30,000 of
Land and Water Conservation Funds for the renovation of the Llncoln Park tot
lot by approving the attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE APPLICATION FOR
LAND AND WATER CONSERVATION FUNDS FOR THE
LINCOLN PARK TOT LOT.
WHEREAS, the Congress under Publlc Law 88-578 has authorized
the establlshment of a Federal Land and Water Conservatlon Fund Grant-In-Ald
Program. providlng matching funds to the State" of Callfornla and lts polltical
subdlvlslons for acquiring lands and developing facilltles for publlC outdoor
recreatlon purposes; and
WHEREAS. the State Department of Parks and Recreation is responslble
for the admlnlstratlon of the program wlthln the State. setting up necessary
rules and procedures governlng appllcation by local agencies under the program;
and
WHEREAS. sald adopted procedures establlshed by the State Department
of Parks and Recreatlon requlre the appllcant to certlfy by resolutlon the
approval of appllcations and the avallabll1ty of local matchlng funds prior
to submlsslon of sald appllcatlons to the State; and
WHEREAS. Part V of said applicatlons contains assurances that
the appllcant must comply wlth; and
WHEREAS. the proposed Llncoln Park Tot Lot project 1S conslstent
wlth the State Outdoor Recreation P7an Recreatlon ln Callfornla. Issues
and Actions: 1981-1985. and
WHEREAS, the project must be compatlble wlth the land use plans
of those Jurlsdlctlons 1mmedlately surroundlng the proJect.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOllOWS:
SECTION 1. The Clty Counell approves the flllng of an appllcation
for land and Water Conservatlon Fund aSSlstance.
SECTION 2. The Clty Counell certlfies that It has matchlng
funds from lts General Fund, and can flnance 100 percent of the project,
half of which will be reimbursed.
SECTION 3. The Clty Counel1 certifles that the project is
compatlble with the land use plans of those Jurlsdictions lmmedlately surroundlng
the proJect.
SECTION 4. The Clty Councl1 appoints the Clty Manager as agent
of the Clty to conduct all negotiatlons, execute and subrnlt all documents
lncludlng but not llmlted to appllcations, agreements, amendments, bllllng
statements, and so on WhlCh may be necessary for the completlon of the
aforementloned proJect.
SECTION 5. The City Clerk shall certlfy to the adoptlon of
thls Resolutlon, and thenceforth and thereafter the same shall be in full
force and effect.
