The report also lnforms Council of staff's proposal to proceed wlth the proJect. Background During the FY 1982-83 budget sessions, the Clty Counc~l approprl- ated funds 1n the amount of $15,000 for the renovation of a Tot Lot 1n Lincoln Park. The funds were reappropr1ated in FY 1983- 84. On July 28, 1983, the Clty was notif1ed that th~s project had been approved by the State for a Land and Water Fund match1ng grant 1n the amount of $15,120 for a total project of $30,120. A Not1ce Invltlng Blds was pUblished on May 31 and June 1, 1984, 1n the Evening Outlook and 1n 9 construction Journals. Plans and speclflcatlons were issued to 11 contractors. Bids were opened and read publlcly on June 11, 1984, by the Deputy Clty Clerk. The item was referred back to staff to clarify the use of City Forces to perform some of the work. Ad- d~t1onally, an informat~on report was submitted to Counc11 that attempted to expla~n the large d1screpancy ~n the bids. Staff discussed the low b1d w1th the contractor. No sat~sfactory ex- planation was rece~ved as to why the b1d exceeded the C1ty'S estimate. To proceed w~th the proJect Staff proposes to rebid the per~meter fencing and concrete work to the extent of the funds available. Major reductions wlll be made ~n the quant1ty of concrete seat walls to be ~nstalled. The eX1sting shade structure that was to be demol~shed will remain. All play equ1pment shown on the or1g1nal plan 1S on order and w1ll be 1nstalled by C1ty forces upon delivery. Sand w~ll be purchased and 1nstalled by the C1ty. It is ant~cipated that play equ1pment wll1 be rece1ved and 1n- stalled 10 early September. Staff antic1pates that fencing and concrete work w1ll be awarded 1n September and completed 1n Oc- tober of th1S year. The C1ty Attorney has determined ~t lS not necessary to approve th1S Clty forces work through Council resolut10n.
