SUBJECT: Recommendation to Award a Design/Build Contract to Maher
Development Inc. to Renovate Space for a New Youth Office and
Construct an Addition to Joslyn Hall at Christine Reed Park
Introduction
This report recommends that the City Council award a design/build contract to Maher
Development Inc. in the amount of $370,000 to renovate existing space for a new Youth
Office and construct an addition to Joslyn Hall at Christine Reed Park, and approve
$37,000 in contingency funds for the contract.
Background
During the FY 1998-99 and the FY 1999-2000 budget process, City Council approved
funding to renovate and construct an addition to the Card Room for a new Youth Office,
and to construct an addition to Joslyn Hall. Reed Park is a vital community gathering
place that includes the Miles Playhouse, various parks, sports and community activities
and the existing Youth Office. The Youth Office administers the after-school CREST
Program, along with other weekend and summer recreation and sports programs for
elementary and middle school age youth and their families.
The Youth Office currently occupies a 345 square foot space, which is inadequate for
the five full time employees and the 55 part time as-needed staff who need access to

the office. While the office is regularly visited by the public, there is no counter space
nor an area where the public can complete necessary paperwork. Youth Office staff
are often temporarily displaced while members of the public occupy employee desks to
complete registration forms.
The scope of this project includes renovating and constructing an addition to the
existing Card Room in Christine Reed Park to house a new 984 square foot Youth
Office and a 320 square foot multi-purpose room with new heating, ventilation, air
conditioning, interior finishes, roof, lighting, and electrical services.
This project also includes a 392 square foot addition to Joslyn Hall at Christine Reed
Park which will convert the existing fenced-in storage area into a new conference room,
a storage room, and a new grounds keeper storage area. This addition will include a
new concrete base, new exterior masonry walls, new wood roof structure, and the
necessary mechanical and electrical systems and interior finishes.

On August 2, 1999, the following bids were received for this project:

On September 28, 1999, City Council rejected all bids received on August 2, 1999,
waived formal bidding procedures and authorized the City Manager to negotiate a
contract on the open market for this work. Staff requested proposals from two
contractors who have previously worked for the City and performed well. Because
Maher Development submitted a more realistic proposal, the City chose them and
negotiated a price in the amount of $370,000.
Maher Development Inc. supplied the City with three references. All three responded to
staff telephone inquiries and confirmed that the Contractor’s work was satisfactory.
Additionally, Maher Development Inc. successfully completed earthquake repairs to Fire
Station #1 for the City of Santa Monica. The State Contractors' License Board verified
that the Contractor’s license is current, active and in good standing.
The schematic design was reviewed by the Architectural Review Board (ARB) at its
October 18, 1999 meeting. The ARB expressed satisfaction with the design but
requested more detail. A color scheme with complete elevations will be resubmitted to
the ARB for formal approval. The final design and construction documents will be
complete, with necessary approvals, by February 2000. Construction is scheduled to
begin in April 2000 and is anticipated to be completed within three months.

Recommendation
Staff recommends that the City Council:
1. Award a design/build contract to Maher Development Inc., in the amount of
$370,000 to renovate existing space for a new Youth Office and construct an
addition to Joslyn Hall at Christine Reed Park, and approve $37,000 in
contingency funds for the contract; and
2. Authorize the City Engineer to issue any necessary change orders to complete
additional work in conformance with the Administrative Instructions on change
orders and within budget authority.
