Background. At ltS May 8, 1979 meeting, (Item 6 M) the Clty Council awarded a contract as shown below to Ryco Constructlon Company for the renovatlon of the Douglas Park lawn bowllng green. The funds avallable were $4,000 below the necessary amount. Councll did not authorlze the approprlatlon of the $4.000. The councll voted, however, 4-2 ln favor of awardlng the contract. At the June 26, 1979 Councll meeting, (Item 13 A) staff requested Council again to appropriate the $4,000. The approprlation was not approved. The Lawn Bowling Club then offered to provlde the additional $4,000 to cover the contract work. That brought the amount contributed by the J1/B NOV ?, 7 1979 ... TO: Mayor and C1 ty ccAti 1 . November 19, 1979 -2- Foundation and/or the Lawn Bowling Club to $21,500. The remainder of the fund1ng for this project was provided by Community Development Block Grant Funds 1n the amount of $25,500, for a total amount of $47,000. The Lawn Bowling Club, which pays approximately $2,400 per year for the use of th1S site as a permit fee, has continually requested the 1nstallation of a higher fence such as that now 1nsta1led to reduce the vandal1sm. With the prev10us waist-high fence there has been considerable and continual vanda11sm problems and abuse of the bowl1ng green. The vandalism has ranged from people practicing golf Ch1p shots to young people riding their b1cycles on the green. Staff had previously considered the installation of a 6-foot fence to be un- attract1ve. Since the installation of the fence for the protection of the area, it is now staff's op1nion that the present fence 1S more attractive both aesthet1cally and functionally than the previous fence. During the construction phase the eX1st1ng waist-h1gh fence was partially removed to allow access. As construct1on neared completion some vandal1sm occurred even with the existing fence 1n place. Conslder1ng the past record of vandalism on the green, the current vandal1sm to the new construction, and the Clty'S $47,000 investment, lt was considered prudent to install the 6-foot high green vinyl fence. Because of the turf plant1ng, tlming was cr1tical to the success of the entire proJect. The contractor completed his work on Friday, August 3. The turf was planted on Saturday, August 4. The installation of the fence was completed the last few days of construction when the interference w1th the contractor was minimal. Staff has had leeway on public work projects under $5,000 to perform necessary work, and due to this tight scheduling there would not have been tlme to consult with the Councilor to request the transfer of funds. TO: Mayor and C1ty co4llh1 ~ November 19t 1979 -3- Staff feels that the $47tOOO investment at th1S site justifies the 6-foot fence as a protective measure. The 1nstallation of the fence cost $3t165 and was not included 1n the $47,000, however, funds are available from a previously approved proJect. that of refinishing the tennis courts at L1nco1n Park. The Santa Monica TennIs Patrons and Santa Monlca Tennls Club paid for the renovation of these courts from their dues and tournament fees. The installation cost for the SlX foot fence will need to be paid even 1f the fence 1S replaced by a lower fence. Should the CIty Council deslre a lower waist-hlgh fence landscaped wlth shrubbery they will need to appropriate an addltional $4,260. It 1S Staff's opinion the installation of the lower fence wl1l require a great deal more ma1ntenance than the existing fence, w1ll reduce v1sual security from the streett and wlll not prov1de the necessary protection for this slte. Alternatlves 1. Council may approve the transfer of 53,165 from the Lincoln Park Tennis Court Resurfacing to the Lawn Bowling Green Renovation to pay for the installatlon costs of the existing chaln 11nk fence. 2. CouncTl may Tnstruct the City Manager to have the existIng fence removed and replaced wlth a waist-h1gh chain link fence and shrubbery, and appropriate $4,260 for removal and lnstallatlon from the unbudgeted Rec. Un1t Tax Fund and authorlze the transfer of the $3t165 for payment of the eXlstlng fence installation. Recommendation Staff recommends alternative no. 1 that the Clty Council transfer $3.165 from the resurfac1ng of the tennis courts at Llncoln Park to the construction of the lawn bowling green at Douglas Park.
