Introduct1on
ThlS report recommends approval of the des1gn for the Douglas Park Tot Lot renovat1on.
Background
In the current Park D1V1Slon budget, $25,000 lS approprlated for renovatlon of the
Douglas Park tot lot. The play area lS very heavlly used by small chl1dren. The present
play equlpment and arrangement canr-ot accol'lffiodate present usage.
PubllC meetings
were held to determ1ne more approprlate types of equlpment. Partlcular empha51S 15
placed on preservlng the existlng character of the park and retalnlng eX1stlng equlpment
and/or actlvlt1es that are popular. Add1tlonal equlpment was chosen for provldlng a new
play exper1ence.
The proposed lmprovements conslst of three clrcular play enclosures. The ldea was derlved
from 2 eXlstlng circles. The equ~pment ~s grouped for the younger ch~ldren In the westerly
half and older chlldren ln the easterly half.
Elements for the younger chlldren are
contalned 1n one 3/4 Clrcle surroundlng an eXlstlng square enclosure on two sldes. Vertlcal
t1rnbers are grouped at varylng nelghts on the c1rcles' perlmeters to provlde more
deflnltlon of the areas, to act as step cllrnbers, and to provlde addlt10nal seatlng for
close-ln superv1s1on. The eXlstlng sWlng lS relocated to the square enclosure adjacent to
the westerly tennls court. A cornblnatlon of eXlstlng and addltlonal benches provides a
partlal barrler to keep young cn11dren from runnlng into the sw~ngs.
New equ1pment 1ncludes a 4-way tlre sWlng, a t1lliber play structure wlth clatter brldge, a
merry-go-round, rocker toys, and bench swings.

In add1t1on to the elements of the tot lot plan, a mod1f1cat1on to the easterly tennis
court 1S proposed to Lmprove access to the tot lot. At present, a person lS reqUlred
to step down lnto the pool level and back up agaln ln order to get around the corner of
the tennlS court. It 1S proposed that tennlS court corners be truncated, sLm~lar to most
new tennlS courts, and the area paved to link the eXlst1ng walkways. Your approval of
this concept 1S requested at thlS time, even though funds may not be avallable to do the
work slmultaneous to the tot lot.
Staff has been work1ng w1th a group of parents in the Douglast Park area (5 to 10
partlclpants), and held two on-Slte d1Scussions wlth parents using the facility at
that tlme. The hearlngs were notlced through phone calls to the ind1viduals 1nvolved.
The deslgn was revlewed by m~~ers of the public on January 16, and approved by the
Recreat10n and Parks Commiss1on on January 21, 1982. On February 3, 1982, the
Arcfllteetural Revlew Board approved the equlpment, but requested a dlfferent arrangement.
The rev1sed plan was subrnltted and approved on April 7, 1982. A copy of the proposed
play area deslgn will be avallable 1n the Council office ahd at the Apr11 27 meet1ng.
Recomrnendat1on
It 15 recommended Caunell approve the design of Douglas Park tot lot renovat1on as shown.
