Recommendatlon to Proceed with the Development of
Plans for a 4.25 Acre Expanslon of Clover Park.
INTRODUCTION
This report descrlbes the commltment which the Clty has made to
develop an extenslon to Clover Park, proposes a planning process
through whlch area resldents can become lnvolved In settlng
prloritles for the park deslgn, and recommends that Councll (1)
approprlate $60,000 from the Alrport Fund to the Recreatlon and
Cultural category of the capltal lmprovements budget for park
plannlng and design and (2) authorlze staff to negotlate and
execute a contract for landscape deslgn serVlces.
BACKGROUND
In January, 1984 Councll approved an agreement between the Clty
and the Federal AVlatlon AdmlDistratlon WhlCh settled the long
standlng controversy surroundlng the Santa Monlca Alrport and
adopted a new layout for the alrport.

a1rport redes1gn 1nvolved eXpans10n of Clover Park by
approXlmately 4.25 and a C1 ty comm1 tment to a planning process
for the park expans10n 1nvolv1ng res1dents 1n the Airport
ne1ghborhood. The EIR for the A1rport Layout Plan suggested the
1nclusion 1n the park extens10n of a natural open space, an
a1rport lookout, and poss1ble 1nclus1on of airport museum
artIcles. The 1mportance of fencIng around the expanS10n for
a1rport safety and secur1ty was also ment1oned.
PROPOSED PLANNING PROCESS
The plann1ng process is seen as Involv1ng two steps. The first
step would be the development of a short Informat1onal report
describ1ng the llm1tat1ons faced 1n plann1ng a park expansion
1mmed1ately adjacent to an a1rport (e.g. exclus10n of llghts).
The second step would 1nvolve a ser1es of publIC meet1ngs to
rece1ve 1nput on the park des1gn. Once such input 1S received
and the prel1minary plans drawn up, the proposed park des1gn
would be presented to the Recreat10n and Parks Comm1SS1on for
reV1ew and public comment before being presented to Council for
approval. Park ne1ghbors, the AIrport Comm1ss1on and A1rport
Work1ng Group would be 1nvolved throughout the planning and
approval process.
AIRPORT DESIGN CONSIDERATIONS
Currently PRC Eng1neer1ng 1S under contract to develop plans to
reconf1gure the airport to conform w1th the Counc1l adopted
a1rport layout plan. Water dra1nage has been 1dent1f1ed as a

maJor concern 1n redes1gn1ng the a1rport. Engineers have
suggested the poss1b1l1ty of des1gn1ng the park eKtens10n to also
serve as a pond1ng bas1n which can handle peak storm water
drainage for per10ds of one day only. If such a use 1S Judged to
be compat1ble with recreat10nal needs, the potent1al eK1sts for
rece1ving funds from the FAA for the development and landscap1ng
of the park area w1th only a 10% local match requ1red. Because
there are currently 1nsuff1c1ent dra1nage capab1l1t1es 1n the
Ocean Park Industr1al Park, and because of the potent1al fund1ng
source, th1S 1ssue w1II be an 1mportant one Wh1Ch the landscape
des1gner will be asked to study.
LANDSCAPE ARCHITECT
In develop1ng the approach to be recommended for designing the
expans1on, staff cons1dered the key role to be played by the
landscape arch1tect. Due to the somewhat complex nature of both
the Sl te and the surrounding ne1ghborhood 1ssues, staff feels
that much could be ga1ned by ut1liz1ng arch1tects who were
respons1ble for the or1g1nal development of Clover Park.
Two landscape architectual f1rms which have exper1ence 1n work1ng
at Clover Park are Kammeyer and Associ ates, and The Runa Group.
Tom Runa was a princ1pal 1n Kammeyer and Associates at the t1me
of the des1gn and construct1on of Clover Park. He has
suusequently formed h1S own firm.

Because of the1r preV10US exper1ence, e1ther of these f1rms would
be well-su1ted to the task of develop1ng the park add1t1on.
Staff, therefore, recommends 11m1 t ing the search for a des ign
firm to these two agenc1es.
From a des1gn and ma1ntenance standpo1nt, the1r work was
excellent and the1r relat10ns w1th the surround1ng neighbors
dur1ng the plann1ng phase were highly sat1sfactory.
BUDGET/FINANCIAL IMPACT
The costs 1nvolved 1n develop1ng a landscape design for the park
expans10n w1II be drawn from a1rport resources because the park
expans10n 1S a part of the new a1rport layout plan. Suff1c1ent
mon1es are ava1lable 1n the C1ty'S A1rport Fund to finance the
planning proJect.
RECOMMENDATIONS
It 1S recommended that the C1ty Counc11:
(1) Appropr1ate $60,000 1n the Recreat10n and Cultural
category of the Cap1tal Budget, A1rport Fund, account
number 33-740-511-000-976, for landscape design
serVIces to develop plans for a 4.25 acre expansion of
Clover Park. ThIS appropr1ation 1S to be financed
from the AIrport Fund fund balance.
