TO: FROM: SUBJECT: MAR 2 7 1979 Approval of Working Drawings/Specifications for Clover Park C1ty Staff Introduction This staff report 1S concerned with Council approval of the working drawings and specif1cat10ns fOr Clover Park and authorization to call for bids to construct the park. Background At its August 22, 1978 meeting, the C1ty Council approved the General Development Plan, the Environmental Impact Report, Construction Cost Estimate, Architectural Services (Kammeyer Lynch and Partners), and appl1cation fOr State and Federal funding. Th1S approval was granted following a public hearing before the Council. The plans and specificat10ns before Council are the documents necessary to bid this project and to construct the park. It 1S estimated the park should be completed by April, 1980. A construct1on period of 270 days is planned. Community involvement 1n the park design was developed through a series of public meetings and study sessions. The first group of meetings were held January 26, 27, 30 and 31 at var10US parks in the City, following Council authorization to proceed. Prior to presentat10n to the Recreat10n and Parks Commission, a public review was held to explain the process used to establish the design, as well as to obtain /Ie. MAR 2 7 1979 . . RECOMMENDATIONS It is recommended that the City Council: 1. Award a contract for the installation of ballfield lights at Clover Park, including construction of the two alternates, to Dewco General Contractors and Developers, the lowest respon- sible bidder, in the amount of $169,825.00, contingent upon approval of the lighting design by the Federal Aviation Administration, and; 2. Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders. Economi c Factors The C1ty has received approval of the State and Federal funding of the construction costs of this park as follows: Land & Water Conservation Fund (Federal) State Bond Act of 1976 State Urban Grant Funds Community Development Block Grant Recreation Un1t Tax (City) S 507,191 $ 282,478 S 159,938 $ 200,000 $ 350,000 The Land and Water Funds are re1mbursable and will reImburse up to 50% of elig1ble costs on this project. Alternatives 1. Council may approve the work1ng drawings and specifIcations for Clover Park and authorize the call for bids for the construction of the park. 2. Council may direct staff to modify the working drawings and specifications. 3. Council may disapprove the working drawIngs and specificat1ons. I have seen youth soccer actlvlty flourlsh when local government and unpald volunteer organ1zatlons work together for the betterment of thelr COl'1mUnltles. In reference to the proposed two soccer flelds 1n the Clov,rfleld faclllty. I w1sh to make these statements' The proposed soccer fields will be 50 x 100 yards each. Flelds of that Slo<e w111, ln effect. limlt thelr use to youngsters under the age of 10. 4 regulation-all purpose soccer fleld measures 65 x 110 yeards. Such a small dlfference ln Slze. ln effect. prevents usage Qf the new flelds by anyone over 10 years old. I can only speculate who and why are belng prevented from using these flelds. and could conclude by questlons of motlves ln designlng these flelds. There is no decent soccer f1eld presently 1n Santa Mon1ca, the pro- posed new faC111ty w11l not change th1S p1cture~
