SR-303-002 (2) EPWM:CP:AA:LF:SA: F:\DATA\SPFILES\SP1855 \cc1855c.doc Council Meeting: October 23, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Contract for the Clover Park Trailer Office Addition Introduction This report recommends that City Council authorize the City Manager to execute a contract with Alfa 26 Construction, the second best bidder, for the Clover Park trailer office addition project in an amount not to exceed $269,000 and to approve $27,000 in contingency funds for this project. Discussion On September 25, 2001, City Council awarded a construction contract to Spilat Construction Corporation for the Clover Park trailer office addition. At that time all references were checked and the contractor’s license was verified to be valid and in good standing. By letter dated October 4, 2001, Spilat Construction Corporation informed City staff that their State Contractor’s License was suspended due to a civil judgment. As a result, Spilat is unable to execute a construction contract with the City and the City will pursue remedies against Spilat. The second best bidder for this project is Alfa 26 Construction. Alfa 26 Construction submitted a complete and responsive bid, furnished a list of references, which reported 1 that the contractor’s work was satisfactory and that work was completed in a timely and cost efficient manner. Additionally, Alfa 26 Construction successfully completed improvements to the downtown Parking Structures for the City of Santa Monica. The California Contractors State License Board verified that the contractor’s license is current, active and in good standing. Alfa 26 Construction’s bid is $3,400 higher than the awarded bid of Spilat Construction Corporation. Financial/Budget Impact FUNDS REQUIRED Contract $269,000 Contingency $ 27,000 Total $296,000 Funds are available in the following accounts: C01048201.589000 “Clover Park Offices” $199,150 C01066001.589000 “PMP – Basketball Court Resurfacing” 96,850 Total Available: $296,000 Recommendation Staff recommends that the City Council: 1. Award the bid to Alfa 26 Construction and authorize the City Manager to negotiate and to execute a construction contract for Clover Park Trailer Office addition in an amount not to exceed $269,000; 2. To approve contingency funds in the amount of $27,000 for this contract; and 2 3. Authorize the City Engineer to issue any necessary change orders to complete additional work in accordance with the Administrative Instructions on change orders.
