Award of Contract for Installation of Ballfield Lights
at Clover Park
SUBJECT:
INTRODUCTION
This report recommends that the City Council award a contract for
installation of ballfield lights at Clover Park to Dewco General
contractors and Developers, the lowest responsible bidder, in the
amount of $169,825.00.
BACKGROUND
This project involves the installation of new field lights for
evening and night-time use of the soccer and baseball fields in
the Clover Park Extension.
It also includes re-lamping. re-
aiming,
and installing new glare shields to the existing
ballfield lights. These glare shields will be added to reduce the
amount of light diffused upwards and thereby comply with safety
precautions as requested by the Santa Monica Municipal Airport.
At a public hearing of the Recreation and Parks Commission held
on August 22/ 1985, the plans for the Clover Park Extension were
approved with a recommendation to include field lighting. Since
that time, staff has pursued funding for installation of the

lights in addition to determining the appropriate lighting design
which would satisfy the concerns of both the Federal Aviation
Administration and the residents of the surrounding area. In
1989, funds were made available for the field lighting through a
"Per-Capita Grant" from the California wildlife, Coastal and
Conservation Bond Act of 1988 in the amount of $284,000.
The contract documents called for a base bid with two alternates.
Alternate 1 is for the addition of safety cages on the new light
poles for safety and ease of maintenance. Alternate 2 includes
re-lamping of the existing field lights in Clover Park.
A Notice Inviting Bids was published in the Evening Outlook on
December 6 and 7, 1989, and in five construction journals. The
Notice was also sent to nine minority business associations.
Plans and specifications were issued to twelve general
contractors. Bids were opened and read publicly on January 9,
1990 by the Deputy City Clerk.

The low bidder is Dewco General Contractors and
Developers.
Staff has checked the references provided and found
Dewco's work to be satisfactory.

RECOMMENDATIONS
It is recommended that the City Council:
1. Award a contract for the installation of ballfield lights at
Clover Park, including construction of the two alternates, to
Dewco
General Contractors and Developers,
the
lowest
responsible bidder, in the amount of $169,825.00, and;
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Administrative Instruction
on change Orders.
