SUBJECT: AWARD OF CONTRACT FOR THE CLOVER PARK EXTENSION
INTRODUCTION
This report recommends that the City Council award a contract for
the Clover Park Extension to Hacienda Engineering/Construction,
the lowest responsible bidder, in the amount of $775,112.00
BACKGROUND
The Clover Park Extension consists of expanding the size of the
park by approximately four acres.
Improvements include the
extension of 28th Street with a parking lot at the termination of
the street, construction of two baseball diamonds with spectator
viewing areas, one soccer field, tot lots, the extension of the
walking/jogging path loop, parcourse stations, police test
courses, an Airport observation area, picnic facilities, and a
public restroom building. All facilities are designed for use by
disabled persons.
Planning Process
During the planning process, over 4,000 flyers were mailed to
residents of the City living in the area adjacent to Clover Park
explaining the Park planning process and the constraints on
developing the park next to the Airport operations. They were

widely distributed among youth sports leagues and notices of the
meetings appeared in the local papers.
Approximately 150 people participated in two planning workshops
which were held at Clover Park on July l5 and 22, 1985. The
landscape architect was present at both workshops to answer
questions and tabulate input provided by the public. At each
workshop, votes were taken on key uses to identify the level of
support for various program suggestions. The following items
received the most support for inclusion in tRe park extension:
1. Handicapped access to the existing play area
2. Extension of walkway/jogging path
J. Softball fields
4. Soccer fields
A consensus was also expressed by workshop participants for
providing vehicular access to the new parkland through the
extension of 28th Street rather than from 25th Street, a
primarily residential street.
The Recreation and Parks Commission approved the plans at a
public hearing held on August 22, 1985, and included a strong
recommendation to include field lighting. Because of the cost of
the field lights ($120,000), however, they were not included in
this project. The Commissioners also recommended that the
satellite tot lot be designed for use by younger children. This
recommendation has been incorporated in the plans as requested.

Three minor modifications have been made to the plans since they
were approved by the City Council on October 1, 1985. First,
after consultation with the City'S accessibility consultant, a
ramp was added to provide wheelchair access to the northwest
ballfield. Additional accessibility modifications were also made
to the observation platform. Second, the Police Department
requested the installation of five agility testing stations,
including a six foot wall, an eight foot chain link fence, a
balance beam, and two house windows. These stations are used to
train officers to overcome these obstacles and to test police
candidates, and have been sited to be very unobtrusive. Finally,
two trash bins were added to the parking lot to provide trash
access to dispose of grass clippings and other park trash.
The contract documents called for a base bid with three
alternates. Alternates 1 and 2 are for the restroom building and
all electrical panels and utility connections. Alternate 3 is
for an airport observation deck to be located on the souths ide of
the park adjacent to the Airport. The deck will consist of a
concrete platform with metal handrails and wood benches.
Plans and specifications for this project were prepared by
Hogan-Roy Partners.
Bid Package
A notice inviting bids was published in the Evening Outlook on
April 7 and 8, 1988, and in five construction journals. The
notice was also sent to four minority business associations.

Plans and specifications were issued to six general contractors.
Bids were opened and read publicly on June 15, 1988 by the Deputy
City Clerk.
Six bids were received as set forth in Exhibit A.
The low bidder on both the base bid and the base bid plus
alternates was Hacienda Engineering/Construction.
The project is scheduled to be completed in 150 calendar days
from the date of the Notice to Proceed.

RECOMMENDATIONS
It is recommended that the City Council:
1. Award a contract for the Clover Park Extension, including
construction of the three alternates, to Hacienda Engineering
and Construction, the lowest responsible bidder, in the
amount of $775,112.00, and;
2. Authorize the city Engineer to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Admini:strative Instruction
on Change Orders.
