SR-303-001-05 EPWM:CP:AA:LB:RS:IC F:\DATA\SPFILES\SP1652\CC1652dalygenik.doc Council Meeting: September 12, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Contract with Daly Genik Architects for Design and Engineering Services for the Park Buildings Replacement Project Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a phased contract with Daly Genik Architects for architecture and engineering services for the Park Buildings Replacement Project, in an amount not to exceed $464,000, including contingency. Background The Park Buildings Replacement Project is part of the Citys Parks and Recreation Master = Plan, a 20-year blueprint for nearly $142 million worth of improvements to and expansion of the Citys parks, open spaces, and community facilities. The Plan was conceptually = approved by the City Council in 1997. The goal of the Park Buildings Replacement Project is to improve safety, maintenance, aesthetics, sustainability and ease of use, in accordance with universal design guidelines (accessibility) for twenty-two park buildings consisting of restrooms, concessions, and storage facilities, in nine different City parks 1 which include Beach Park #1, Clover, Hotchkiss, Joslyn, Los Amigos, Marine, Memorial, Reed and Stewart StreetParks. A Request for Proposals for design and engineering services was distributed on May 4, 2000 to thirty-eight firms. The scope of work contained in the RFP requested that the selected consultant take the lead role in the assessment of needs for storage, concession areas and restroom facilities and be responsible for the preparation of design and construction documents for the facilities, including all required ancillary site work and interiors. Responses were received from thirteen firms. On June 27, 2000 these responses were reviewed by a committee that included representatives from the Community and Cultural Services Department (Administration and Open Space Management Divisions) and Environmental and Public Works Management (Civil Engineering Project Development Division). Two firms were short listed and subsequently interviewed, resulting in a staff recommendation to select Daly Genik Architects. Their qualifications include completion of design and construction documents for numerous public agencies including the City of Los Angeles, Arizona State University, and the University of California at San Diego. Daly Genik Architects provided three references which included the University of Arizona, for which the firm designed a series of concession stands, Camino Nuevo School, a new LAUSD charter school for which the firm designed a campus, and Windmill Lane 2 Productions for which the firm designed corporate offices. All reported that the consultants work was satisfactory. = Funds totaling approximately $4 million for the full implementation of the project are spread over FYs 2000-2003. Therefore, in order to manage the project with the budgeted funds that are currently available, the design of the project has been dividedinto two phases. Once the contract has been executed, staff will issue a notice to proceed with Phase 1 which will include the design of improvements at Joslyn, Memorial, Los Amigos and Reed Parks with the expectation that construction will begin in FY 2001/2002. After Phase 1 is completed, staff will authorize Phase 2 which will initiate design of the remaining sites: Clover, Hotchkiss, Marine, Palisades, Stewart Street and Beach Park #1 with the expectation that construction will begin in FY 2002/2003. Authorize the City Manager to negotiate and execute a contract with Daly Genik Architects, in an amount not to exceed $464,000, including contingency, for design and engineering services for the Park Buildings Replacement Project; and 2. Authorize the City Engineer to authorize any necessary change orders to complete additional work within budget authority and in accordance with the Administrative Instruction on change orders.
