Introductlon
ThlS report recommends lmplementatlon of the charge lncreases
proposed In the 1982-83 operatlng budget for tennls court reservatlons.
Background
Durlng the 1982-83 budget study seSSlons varlOUS sources of
addltlonal revenue were dlscussed. A summary of the proposed revenue
lncreases was provlded to the Councll on June 3, 1982. ThlS summary
lncluded ~~ lndlcatlon as to whether addltlonal Councll actlon was necessary.
Two Recreatlon and Parks ~ related fee and charge changes were
recommended lTI the new budget. One of these 15 the charge for tennlS court
reservatlons and the other, negotlated contract serVlce programs. Based on
Resolutlon 6073 approved by the Councll In Septeober, 1980, the change In
tennls court reservatlon rates requlres Counell actlon. Contracts for
speclal events and speclal lnterest programs may be negotlated by staff to
cover the costs of the actlvlty.
Proposal
presently there are charges for the use of publlC tennlS courts on
a reservatlon basls. Tennls courts at Llncoln Park (6) are on a reservatlon
system Seven days a we~k as they are the most popular courts. The tennls
courts at Samohl (7) and Santa Monlca college (8) are also used for

reservatlons on the weekends_ The other Clty courts (13) and the school
dlstrlct courts (8) are avallable for open play wlth no fees charged for
thelr use other than the metered nlght Ilghts. No change In thlS arrangement
1S proposed.
Current fees charged are very mllllmal In comparlson to other clt18s
1n the area. Reservatlon cards whlch are used to prove Clty resldency are
sold for $1.00 per year. The fee for use of the reserved courts 1S $1.00 per
hour per player. TennlS players may also purchase a quarterly pass WhlCh
enables them to make unllm1ted reservat1.ons. Quarterly pass rates are $11.00
for Adults, $5.00 for Senlors and $2.50 for Youth. These fees have been In
effect Slllce November, 1978.
A revlsed fee structure lS recommended WhlCh wlll lncrease the
proJected revenue by $14,600 for a total proJected revenue of $43,900. The
new fee structure suggested would be:

The RecreatIon and Parks CommISSIon revIewed thIS proposal at theIr meetIng
of July 15, 1982. With the exceptIon of the quarterly 9ass rates for
SenIors and Youth, they concurred WIth the staff recommendatlon. The
CommISSIon recommends leavlng the pass rates for Senlors and Youth at
the current levels of $5.00 and $2.50, respectIvely. It lS estlrnated
that adoptIon of thlS proposal would result In a $1,000 reductlon ln
the antlClpated lncreased revenues.
Recornmendatlon
It lS recommended that the Councll approve a resolutlon amendlng
Resolutlon 6073 regardIng rates charged for tennlS court reservatlons as
proposed by Staff. No other portlonS of the eXlstlng resolutlon are
recommended for amendment.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
AMENDING RESOLUTIO~ NUMBER 6073
REGARDING TENNIS COURT
RESERVATION RATES
WHEREAS, the Clty Councll adopted Resolution Number
6073 (CeS) relating to policies and fees for use of facilltles
operated by the Recreation and Parks Department; and
WHEREAS, the tennis court reservatlon rates re-
fleeted ~n that resolution have been in effect since November,
1978; and
WHEREAS, proposed increases in these rates were In-
eluded In the fiscal year 1982-83 budget,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. Tennis court reservation rates are
established as follows:

College tennls courts are reserved.
(1) Hourly rates (payable in advance) for
