SUBJECT: Appropriat2on of Roberti-Z'Berg Grant Funds
for Clover Park Lighting
Introduct2on
This report requests the approprlat2on of unexpended Robert2-
Z'Berg Grant funds (Grant #BG-19-576) for Clover Park lighting.
Background
In 1982-83, the C~ty installed athletlc f2eld Ilght~ng at Clover
Park uS2ng funds from the Land and Water Conservation Act, State
Bond, and Robertl-Z' Berg grants.
Of $147,180 origlnally avail-
able for the proJect, $12,331 plus $282 interest rema2ns in the
Roberti-Z'Berg Grant account.
Ci tizen complaints have been received about glare from certain
Ilght f2xtures on the fleld.
The problem can be sol ved by in-
stalllng sh2elds that direct all of the light down on the f2eld.
Staff proposes to use these eXlstlng funds to purchase and In-
stall these shields.
BudgetjFinanclal Impact
Of the $12,613 of rema2n2ng grant funds available for th2s
project, $10,360 has been received by the City and 2S part of the
fund balance in the Mlscellaneous Grants Fund.

has not yet been rec~ed by the Clty and theref~e should be
budgeted as a revenue In FY 1984-85.
These grant funds are restrlcted in purpose and may not be allo-
cated to a different proJect without risking the loss of these
funds to the C1 ty.
The adopted budget for FY 1984-85 did not
lncl ude an approprlatlon for ballfield light1ng at Clover Park.
Therefore, ~t 1S now necessary to request a budget amendment to
appropriate the entlre amount of $12,613 aval1able for thlS
proJect.
Recommendation
It is recommended that Clty Council:
1. Appropriate $12,613 1n expendlture account
20-740-511-000-938.
2. Increase revenue account 20-932-300-000-000 by
$2,253. ThlS amount lS yet to be received from the
State.
3. Authorlze staff to use Roberti-Z'Berg Grant funds to purchase
and install sh1elds on selected athletic field lights a
Clover Park.
