SUBJECT: Resolution Authorizing The Application for Per Capita Grant Funds Under
the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal
Protection Bond Act of 2000
Introduction
This report recommends that the City Council adopt the attached Resolution authorizing
the City Manager to apply for State of California Per Capita Grant Funds under the Safe
Neighborhood Parks, Clean Air and Coastal Protection Act of 2000.
Background
The Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act
of 2000 (State Proposition 12) was developed to respond to the recreational and open
space needs of California’s growing population and expanding urban communities. It is
intended to revive state stewardship of natural resources by investing in neighborhood
and state parks, clean water protection and coastal beaches and scenic areas. The
Per Capita Grant Program is intended to meet the need for safe, open and accessible
local park and recreational facilities for increased recreational opportunities.
Discussion
The City of Santa Monica has been allocated $875,000 under the Proposition 12 Per
Capita Program. The attached Resolution provides the local approval necessary for the
State to enter into a Contract with the City for the distribution of these funds. Once a
contract is executed, the City will be able to submit individual project applications to the
Department of Parks and Recreation for approval. As outlined in the recently approved
City Capital Improvements Budget, these funds will be used for the Park Buildings
Replacement Program.
Budget/Financial Impact
The total amount of Per Capita funds in the amount of $875,000 has been budgeted in
the FY2001-02 Budget. Upon receipt, this revenue will be deposited into account
#20501.406550.
Recommendation
Staff recommends that the City Council approve the attached resolution authorizing the
City Manager to apply for Proposition 12 Per Capita Grant Funds and establish a
revenue budget in the amount of $875,000 in account number 20501.406550.
