Backoround Under terms of the Call.fornIa Park and Recreat10nal FaCIlItIes Act of 1984, the State of Call.fornia wIll make available a total of $78.5 million over a three year perlod for Regional CompetItive Grants, With $24,750,000 earmarked tor the 1986/87 fIscal year. The State IS dIVIded l.nto ten dl.strl.cts, wIth Santa Monl.ca located 1n Dl.strl.ct El.ght, whl.ch comprl.ses a SIX county area. DIstrl.ct Elght's allocation for fiscal year 1986/87 IS $11,970,500. ProJects wl.Il be dIvIded Into three categories: regional-servIng, community servIng and neighborhood-serving. Each category WIll compete separately In each regIon. The terms of the grant appllcatlon requlre that each proJect be flIed under a separate appllcatlon and be accompanled by a resolutlon. Santa Monlca lS currently proposlng one slte for proposed development: Stewart Street Park Phase IV. ThlS proJect was subm1tted and approved by Councll as a grant appllcatlon proJect last year. ThlS grant appllcatlon was favorably revIewed by the State but was denled because local bUSlness people were uSlng the park parklng lot and the park dld not have slgns restrlctlng parklng to park use WhlCh confllcted wlth the State's reVlew crlterla. The State urged Santa Monlca to post approprlate signage and resubmlt ltS appllcatlon for Stewart Street Park - Phase IV early the next year. Early submlSSlon of grant applicatlons does allow for more tlmely and favorable revlews} so thls proposal lS belng submltted well In advance of the October 1, 1985 deadllne. ThlS grant appllcatlon, because 1t lS belng resubm1tted} requlres only a grant appllcation, new resolut1on and slgnage photographs for reappllcatlon. All other grant package materlals flIed last year remaln valld. Slgns have been lnstalled at the park WhlCh say, "Parklng lS for Park Use Only." Photographs of these slgns wlll accompany the grant appllcatlon as eVldence of correctlve actlon. Clty Staff assumes that Stewart Street Park wlll agaln recelve favorable - 2 - e e consIderatIon by the State because It offers the only open space for chIldren and adults In a neIghborhood of apartments, mobIle homes and sIngle famIly resldents. Staff antlclpates that thIS grant applIcatIon may not be the only one subml tted thIS year. Among others, conslderatlon may be gIven to submlttlng a grant appllcatlon for Clover Park} but the lengthy public partIcIpatIon process, subsequent archItectural draWIngs and other reqUIred applIcatIon documents are not yet completed The RecreatIon and Parks CommlSS1on approved the Stewart Street appllcat10n last year and they approved the resubm1tted appl1cat1on at the1r July meetIng. Budget/F1nanCIal Impact The allocat1ons w1Il represent an 1ncrease In budgeted revenues ava1lable to the C1ty for proJect development. Staff WIll return to CouncIl to request author1zatIon to spend these funds when proJect fund1ng 1S awarded. Th1S WIll result 1n add1t1onal revenue to the C1ty not prevlously budgeted. February 3, 1981 303-DO/-Q3 TO: Mayor and City Council FROM: City Staff SUBJECT' Resolution Priority Plan of Expenditure Introductlon This report requests Council approval of a resolutlon which endorses the distribution of 1980 Bond Act Funds. Background On November 4, 1980, the voters of the State of Californla adopted the Callfornia Parklands Act of 1980. Representatlves of the county of Los Angeles met December 4, 1980, to discuss the distribution of these funds in Los Angeles County. These representatives voted in favor of the priority plan of expenditure as follows: L.A. County 25~ Cities 75% This pnonty plan of expendlture provides for a per capita "share" of $3.04. The populatlon figures for 1980 published by the Population Research Unlt of the State Department of Flnance were approved by the committee as the basls for the Per Capita distribution of funds. ThlS fonmula is the same formula used for the two previous bond acts. Based upon thls forumla, Santa Monlca will receive $269,491 from the bond act and an additional $58,050 for Urban Grant Monies. These funds may be used as the local share for matching Federal funds. Subsequent to this meetlng, the City of Los Angeles appealed to other citles in the County to seek another priorlty plan of expenditure. This appeal was taken to the Revenue and Taxation Committee of the League of California cities for Los Angeles. They are recommending to thelr Board of Directors a distribution formula of 21~ to ~ TO: Mayor and Cit~unc1l - Santa Monic~al1fornia, February 3, 1981 -2- Los Angeles County and 79% to the cities. This provides a per capita share of $3.20 rather than $3.04. The Los Angeles County Board of Supervisors has voted in favor of the 25% formula. The Bond Act requires approval from 50% of the cities represent1ng 50 per cent of the population before the Prior1ty Plan of Expenditure (distr1bution formula) can be approved by the Board of Supervisors. After Board approval, the PPE must reach the State before March 1, 1981 to have projects included 1n the State's 1981-82 budget. The f1rst PPE used in 1974 and 1976 Bond fund distr1butlon would provide Santa Mon1ca $269,491. The second PPE recommended by the League Revenue and Taxation Committee would provide Santa Monica $283,513 or $14,022 more. Any delay WhlCh would prevent the approval for the 1981-82 State Budget could cause a loss from inflation greater than the increase from the new PPE($269,49l @ 12S=S32,339). Alternatives 1. Council may endorse the f1rst recommended Prior1ty Plan of Expendlture of 25% to L.A. County, 75% to cities by approv1ng the attached resolutlon. 2. Council may disapprove the recommended distribution plan and dlrect staff to support the proposed League plan of 21% to L.A. County and 79% Citles. RESOLUTION NO. 6195 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ENDORSING THE PRIORITY PLAN FOR EXPENDITURE FOR JURISDICTIONS WITHIN THE COUNTY OF LOS ANGELES FROM THE CALIFORNIA PARKLANOS ACT Of 1980. WHEREAS, S8 624, approved by the Governor of the State of Ca 1 Harm a on June 25, 1980, created the Ca1lfornla Parklands Act of 1980; and WHEREAS, the voters of the State of California on November 4, 1980, adopted the California Parklands Act of 1980 and authorized the issuance of bonds in the amount of $285 million to provlde funds to acquire, develop, and restore real property for state and local park, beach, recreatlonal and historical purposes; and WHEREAS, approximately $25.4 million of these funds will be available for use by Los Angeles County and ellglble cities and dlstricts within Los Angeles County for the acquislt10n and development of high priority proJects, and WHEREAS, Sectlon 5096.156 of the Act requires that each county of the State submit a prlority plan of expenditure to the State Department of Parks and Recreat10n prlor to January 1, 1982; and WHEREAS, the plan must be approved by at least 50 percent of the citles and dlstrlcts wlthln the County representlng at least 50 percent of the population of the cities and distrlcts, and by the County Board of Supervlsors; and WHEREAS, similar provislons were requlred for the Nejedly-Hart State, Urban, and Coastal Park Bond Act of 1976 wherein more than 50 percent of the Jurisdictions representlng more than 50 percent of the population agreed that the expenditure plan would provide 25 percent of the available funds to Los Angeles County 1n recognition of its reglonal park and local park responsibilities and the remaining 75 percent be made avallable to cities and districts on an equal per capita basis except that no jurisdiction would recelve less than $10,000; and ~. - -i.- e WHEREAS all cities and districts wlthln Los Angeles County were lnvited to send park and recreation representatives to a December 4, 1980 meetlng whereln the requlred priority plan for expenditure was dlscussed and approved by the majorlty of those in attendance: NOW, THEREFORE. BE IT RESOLVED That the City Council of Santa Monica hereby approves the priority plan for expenditure for Los Angeles County as approved at the December 4. 1980 meeting: I. Popu1atlon estimates by the State Department of Flnance for January 1, 1980, wlll be on the basls on which funds under provisions of Section 5096.151 (a) of the California Parklands Act wlll be allocated to counties by the State. Cities in and the County of Los Angeles are eliglble to recelve $25,410,583. Under the priority plan for expenditure, twenty-five percent (25%), $6,35~.646. of these funds will be allocated to the County of Los Angeles ln recognltion of lts reglonal and local park responslbllltles in the unlncorporated areas. II. Citles ln Los Angeles County with a population of 6,575 or less will receive a minimum allocatlon of $20,000. III. The remaining funds wlll be allocated to cities withln Los Angeles County on a per capita basls. May 1, 1980 estimated populatlon figures by the State Department of Finance for January 1. 1980 will be used to allocate the amount to each city within Los Angeles County.
