Recommendation to Adopt Resolution Applying for
State Parklands Bond Act Funds for Construction of
Recreational Facility
SUBJECT:
INTRODUCTION
This report recommends that Council adopt the attached resolution
which is required in applying for funds available through the
State Parklands Bond Act of 1986.
BACKGROUND
The Parklands Bond Act of 1986 which was recently approved by the

voters of California provides a per capita allocation to public
agencies for the land acquisition, development or rehabilitation
of park, recreation or historical facilities. The allocation for
the city of Santa Monica under this grant program is $253,000.
Although the city of Santa Monica has three years to apply for
the allocated funds, the state Department of Parks and Recreation
has requested that the city indicate its preliminary plans for
use of the funds. Once the city finalizes its plans for the use
of the funds, it will be possible to request a change in the
project should it elect to do SOi such a change will normally be

granted as long as the new project conforms to the requirements
of the grant program.
PROPOSAL
Currently all the recreation facilities in the City of Santa
Monica are utilized to capacity. In particular, the City is not
able to meet the demand by local groups for meeting space in
recreation facilities. Clover Park, one of the largest parks in
the City, would be a prime location in which to locate a new
recreation facility. This idea has been raised in discussions
with area neighbors in the past and would be pursued with
extensive input from residents as to the desirability of such a
project.
Therefore, staff proposes that a preliminary grant request be
made for $253,000 to pay for the cost of construction of a
suitable recreation facility in Clover Park.
BUDGET/FINANCIAL IMPACT
The $253,000 available from the 1986 Parklands Bond Act is
allocated on a non-competitive basis from the state. At this
point no cost estimates have been developed for a recreation
facility and it is not possible to determine whether this grant
would cover the full cost of such a project. Should this grant
be awarded, staff will return to Council for approval of any
necessary appropriation and revenue estimate changes.
RECOMMENDATION
It is recommended that Council adopt the attached resolution to

RESOLUTION NO. 7348(CCS)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING THE APPLICATION FOR GRANT FUNDS
UNDER THE COMMUNITY PARKLANDS ACT OF 1986 FOR THE
FOLLOWING PROJECT: COMMUNITY BUILDING AT CLOVER
PARK.
WHEREAS, the people of the State of California have enacted
the community Parklands Act of 1986, which provides funds to the
state of california and its political Subdivisions for acquiring
and developing facilities for public recreational and historical
purposes; and
WHEREAS, the state Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures
governing application by local agencies under the program; and
WHEREAS, said procedures established by the state Department
of Parks and Recreation require the applicant to certify by
resolution the approval of application before submission of said
application to the state; and
WHEREAS, said application contain assurances that the
applicant must comply with; and

WHEREAS, the applicant agency will enter into an agreement
with the state of California for acquisition, development,
rehabilitation or restoration of the project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council approves the filing of an
application for Community Parklands Act of 1986 state grant
assistance for the above project.
SECTION 2. The City Council certifies that said agency
understands the assurances and certification in the application
form.
SECTION 3. The City Council certifies that said agency
has or will have sufficient funds to operate and maintain the
project.
SECTION 4. The City Council certifies that said agency
will complete the project within three years from date of
approval by the state.
SECTION 5. The City Council appoints the city Manager as
agent of the City of Santa Monica to conduct all negotiations,
execute and submit all documents including but not limited to

appl1cat~ons, agreements, amendments, payment requests, and so
on, which may be necessary for the completion of the
aforementioned proJect.
SECTION 6. The Clty Clerk shall certlfy to the adoption
of this Resolut~on, and thenceforth and thereafter the same
shall be in full force and effect.
