SUBJECT: Amendment to Contract #7521 with Culbertson, Adams & Associates for
an Additional $38,918 Resulting in a New Total Amount Not to Exceed
$187,003 for the Preparation of Environmental Impact Reports for the
Virginia Avenue Park Expansion Project and the Airport Park Project
Introduction
This report recommends that the City Council authorize the City Manager to approve an
amendment to the contract with Culbertson, Adams & Associates for the Virginia
Avenue Park EIR and the Airport Park EIR, for an additional $38,918 resulting in a new
total amount not to exceed $187,003.
Background
Pursuant to the City’s professional services bid procedures, Culbertson, Adams &
Associates submitted the successful proposal of $148,085 to prepare two
Environmental Impact Reports, for the Virginia Avenue Park Expansion project and for
the Airport Park project. While the projects were underway, the scope of work for both
projects expanded. Tasks that increased the Virginia Avenue Park EIR costs included
additional traffic and air quality analysis as a result of project design refinements in
response to public comments as well as associated revisions to key exhibits of the EIR.
Additional tasks for the Airport Park project include revisions to the parking and
circulation analysis based upon design revisions, associated revisions to key exhibits of
the EIR and consideration of an off-site project alternative as required by CEQA. In

reviewing additional scope for the Airport Park EIR, staff considered the recent action by
the Santa Monica College Board of Trustees to acquire nearby property. At this time,
given current information staff has about this transaction, no additional analysis related
to the College Acquisition will be required in the Airport Park EIR.
Discussion
The proposed contract amendments will fund the additional scope of work necessary to
complete the Virginia Avenue Park EIR and the Airport Park EIR. Because the total
fee for the original and additional work exceeds $50,000, the contract amendments
require approval of the City Council. The contractor is well qualified to perform the work
and amending the original contract is the most efficient method to proceed with the
projects.

Funds are available in the amount of $38,918 in the following CIP accounts:

Recommendation
Staff recommends that the City Council authorize the City Manager to execute
amendments to contract #7521 (CCS) with Culbertson, Adams & Associates for an
additional $38,918 (a total amount not to exceed $187,003) to provide environmental
analysis necessary to complete the Virginia Avenue Park EIR and the Airport Park EIR.
