INTRODUCTION
ThIS report transml ts for adoptIon a ResolutIon authorlzlng the
executIon of an amendn,ent to the standard agreement executed by
and between the HousIng AuthorIty of the CIty of Santa MonIca and
the CalIfornIa Department of Houslng and Courrllunlty Development
Rental HousIng Constructlon Program for the Alternatlve Llvlng
for the Aglng Shared Senlor HousIng ProJect.
The amendrrlent au-
thorlzes an extensIon of the constructlon loan closIng date on
the Shared SenIor Houslng proJect to November 30, 1985.
BACKGROUND
In May of 1984 the CIty and AlternatIve LIvIng for the AgIng
[ALA) applIed for fundHlg under the CalIfornIa Departutent of
HousIng and CommunIty Development (HCD), Rental HousIng Construc-
tlon Program for funds to develop a Shared SenIor HousIng proJ-
ect.
HCD awarded $120,000 to ALA for the Shared Senlor HousIng
proJect.
In addltlon, to these funds the Clty CouncIl has com-
mltted $300,000 In redevelopment tax-Increment funds to the
proJect.

The RHCP program provldes deferred payment loans for 30 years at
no lnterest to ellglble borrowers.
The appllcatlon for fundlng
fronl RHCP was subnLl tted under the "r 19h ts of occupancy" component
of the program, WhlCh requlres the local governn,ent entl ty, the
HouSlng Author 1 ty ln thl S case, to enter lnto an agreement to
recel ve the funds and pass then, through to the non-prof 1 t
borrower.
RHCP Standard Agreen,ent
On September 11, 1984 the Houslng Authorlty adopted Resolutlon
Nunlber 16 author 1 Z lng the Execu tl ve Dl rector to execute the S tan-
dard Agreen,ent WhlCh authorlzed the recelpt of HCD allocated
funds for the ALA Shared Senlor Houslng project.
The Agreement
was executed ln October 1984. The terms of the Agreement speclfy
that the loan closlng shall take place on or before June 30,
1985.
In May 1985, the Houslng Authorlty on behalf of ALA re-
quested an extension of the constructlon loan clOSIng date from
the RHCP loan conlml ttee.
An extenSIon untll November 30, 1985
was granted to the proJect.
ProJect Status
ALA had encountered dl fflcul t les 1 n locatlng and acqu lr lng a
SUl table S 1 te for thl s proJect.
At the May 28, 1985 meetIng of
the Redevelopment Agency, the Agency authorlzed the purchase of
the slte at 2323 Fourth Street for the ALA Shared Senlor Houslng
proJect.
The SIte was secured by the Agency and wlll be trans-
ferred to ALA upon the start of constructlon.

Alternatlve Llvlng for the Aglng has SubITIltted the proJect deslgn
to the Clty'S Archltectural ReVlew Board, and has obtalned flnal
approva 1.
Also ALA has SubITIltted an appllcatlon for Coastal COITI-
mlsslon approval and is movlng ahead on securlng prlvate flnanc-
lng COITImltments for the proJect.
It lS antlclpated that ALA wl11
be ready to start constructlon In late Noven,ber and thus, n,eet
the constructlon loan closlng date set by RHCP of November 30,
1985.

The amendn,ent to the Standard Agreement n,odl f les the language of
Exhlblt Conly, extendlng the date of the loan closlng to Novem-
be r 30, 1985.
All other terrlls and condl tlons of the Standard
Agreement ren,aln as orlglnally approved.

tlon recon~ended In thlS report.
RECOMMENDATION
It lt reconm~nded that the Houslng Authorlty adopt the attached
resolutlon authorlzlng the executlon of an amendment to the Stan-
dard Agreement wlth the State of Callfornla for the In,plen,enta-
tlon and partlclpatlon In the Rental Houslng Constructlon Pro-
gram, and any subsequent aITIendn,ents.

A RESOLUTION OF THE HOUSING AUTHORITY OF THE
CITY OF SANTA MONICA, AUTHORIZING THE EXECU-
TION OF AN AMENDMENT TO THE STANI;)ARD AGREE-
MENT, AND ANY FUTURE AMENDMENTS OR RELATED
DOCUMENTS WITH THE STATE OF CALIFORNIA FOR THE
IMPLEMENTATION AND PARTI'CIPATION IN THE RENTAL
HOUSING CONSTRUCTION PROGRAM
WHEREAS, the Housing Authority (herelnafter the "Authority")
has applied to the Department of Housing and Community Develop-
ment for funding under the Rental Housing Construction ,Program;
and
WHEREAS, pursuant to Health and Safety Code Section 59735 et
seq., the California Department of Housing and Community Develop-
ment (hereinafter "State") is authorized to provide funds for
rental housing construction; and
WHEREAS, the Authority, a local public Agency organized
under the statutes of the State of California, is eliglble to
receive said funds; and
WHEREAS, the Department of Housing and Community Development
has awarded the Authority a conditional funding commitment under
the Rental Housing Construction Program; and
WHEREAS, the Author i ty entered into an agreement wi th the
State to accept financial assistance in an amount not to exceed
one hundred twenty thousand ($129,999) on June 22, 1984 for the
purpose of development and construction of new rental housing;
and

WHEREAS, the Agreement specified a loan closing on or before
June 3(1, 1985.
NOW, THEREFORE, THE HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Executive Director or an authorized designee
is hereby authorized to execute an amendment to the Standard
Agreement extending the date of the loan closing to on or before
November 30, 1985 and any related documents as required on behalf
of the Authority.
SECTION 2. The Executive Director of an authorized designee
is hereby authorized to execute any and all future amendments or
related documents necessary for participation in the Rental Hous-
ing Construction Program, on behalf of the Authority.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be
in full force and effect.
