Introduction
This report transmits a revised environmental impact assessment for the CDBG-funded
Multiservice Center for Social Services. Also attached is a resolution to adopt
the final assessment
Background
On February 26, 1980, City Council approved the environmental impact assessments for
all of the Sixth Year (1980-81) CDBG prOjects and activities by adopting Resolution
No. 5507. These assessments were reviewed by HUD along with the complete application
and three were found to be inadequate. Consequently, the approval of the Sixth Year
Application \~as conditioned upon resubmittal of expanded environmental impact
assessments of three activities for which specific sites had not yet been determined.
These activities are the Multiservice Center, Northeast Ocean Park Neighborhood
Center, and Housing/Site Acquisition. Of these, the only one with a specific site
is the Multiservice Center.
Discussion
As specific sites are decided, revised environmental Impact assessments will be
prepared for each of these activities, and a Notice of Finding No Significant Effect
will be published. The reVised assessments will then be submitted to Council for
approval and adoption of a resolution on an individual basis
Finally, a Request
for Release of Funds wi 11 be submitted to HUD for each activity which has completed
this review process.

The necessary revised Environmental Assessment and Environmental Review Record have
been prepared for the Multiservice Center activity. A notice of the availability of
these documents was published in the Evening Outlook August 8, 1980. No public
comment was received during the 15-day review period.
Recommenda t i on
It is recommended that City Council review the attached revised environmental impact
assessment for the Multiservice Center and adopt the attached resolution.

The City of Santa Monica proposes to request the U.S. Department of Housing and
Urban Development to release federal funds under Title I of the Housing and
Community Development Act of 1974 (Pl 93-383), as amended, to be used for the
following project.
PROJECT DESCRIPTION (#3a/502)
A Multiservice Center for social services. Proposed for this project is new
construction as well as demolition of an existing structure for the purpose of
providing a facility adequate to house a variety of social service agencies.
The location of the facility will be 1537-39 Eucl id Street, current site of
Family Service of Santa Monica. $320,000 is budgeted during the 1980-81
program year. The purpose of the Multiservice Center is to centralize various
social service agencies so the services can be coordinated and delivered from
one location.
EXISTING CONDITIONS
A portion of the site in question is currently occupied by Fa~lly Service of
Santa Monica, a well-establ ished agency which provides local residents with
counsel ing, job placement, and child care infor~ation. This agency owns an
adjacent 50' x 150' lot, and plans to expand its operations, as a multiservice
center, onto the adjoining land. The existing one-story facility attracts
pedestrian as well as automobile traffic. Family Service is currently operating
as a non-conforming use in an R3 district. However, the use co-exists harmo-
niously with the surrounding properties.
ENVIRONMENTAL IMPACT
Construction of a new larger facility will constitute an expansion of use beyond
that previously existing. It is expected that the expanded operations of the
facility will attract a greater number of clients for services.

ENVIRONMENTAL IMPACT continued--
The City of Santa Monica has conducted an Environmental Impact Assessment~
and has determined that the project, the Multiservice Center, will not have
significant environmental effects on the community. The City suggests that a
negative declaration should be fi led, (see Appendix l' Envi ronmental Impact
Assessment). Both the City Engineer and the City's Planning Director
reviewed the scope of the project and concluded that the Center will not ad-
versely affect the character of the neighborhood or the surrounding area.
(See Appendix 2: Statement of Negative Declaration).
The City reviewed various applicable standards and determined that the Multi-
service Center contormed with local pl~~s. As previously stated, the Center is
only an expansion of it's present use, and therefore wili not conflict with
either the City or County plan. The Multiservice Center needs a conditional-
use permit granted by the Planning Administrator to complete it's approval
process. According to the Planning Director, the perMit is merely procedural.
(See Appendix 3. Zoning Map). The particular site is currently surrounded by
various u~es, ego Ford car dealership at one end of the block, a manufacturing
use at the other end of the block, and a mental health center located next door
to the proposed Multiservice Center. Thus, the proposed use is not considered
an incongruous use in the currently establ ished heterogenous area.
All potential environmental Impacts were revievJed. It \'ias determined that
neither noise quality, air quality, nor water quality were judged to be sig-
nificantly impacted by the project. Although a slight traffic increase would
be generated on Eucl id, this incremental increase I-Iould negl igibly impact current
traffic and pedestrian flow patterns. Additionally, the site is not presently
subject to special nOise or air pollution impacts, since the airport, freeway,
and major highways are either a substantial distance away from the site, or do
not directly border the site. (See Appendix 4: Surrounding Uses.)
The geological conditions of the site location were reviewed and it was deter~ined
that 1537-39 Euclid is not situated in a flood plain, (See Appendix 5 Conserva-
tion Element), in the Coastal Zone, (See appendix 6. Coastal Zone Map), or in a
wetlands region (See Appendix 5 & 7' Documentation and Map), Instead, geological
maps have documented that the site IS located on an alluvial plain.
Santa Monica has also addressed the Historical Preservation requirements. City
officials have confirmed that Santa Monica is not a federally designated Historic
District listed on the Federal Register, In addition, the Multiservice Center
will not be located on locally designated historic property (See Appendix 8
List of Santa Monica Landmarks).
The proposed Multiservice Center IS located in the heart of Santa Monica, an
urban environw.ent. The expansion of the present service Center in this area
will not interfere with any del rcate ecosystems, wildlife, or plantlife.
Endangered species are not a serious environmental consideration In this particular
area of Santa Monica.
The City's Environmental Impact Assessment has incorporated a site structure
design sUItability review of the preliminary project plans The City Engineer
and Planning Director's findings have indicated that the project will be located
on a stable site. First, the project does not involve construction on a slope
of 25% or greater.

Secondly, soil instabil ity (subsidence, landsl ide, or soil erosion) does not
threaten the facility. Third, the project site is not located on or adjacent
to an earthquake fault. Fourth, since the existing facility already has the
necessary utility facilities, major extensions will not be required. Fifth,
the construction of the project should not become a nuisance to the surrounding
residents, since the city has confirmed that no blasting, no major grading, no
drill ing, no excessive dust, fumes, smoke, or odors are necessary for project
implementation Sixth, the City sewage system and solid waste system need only
be sfightly expanded to serve the project.
The City has greatly considered public accessibility to the Multiservice Center.
It's location is conveniently located in the Center of Santa Monica, within a
practical distance of the City's Transportation Services. (See Appendix 9:
Santa Monica Bus Lines). Three Municipal Bus lines are located within two blocks
of the Center. Because the various social service agencies will be centralized,
Santa Monica citizens need not connect with different bus linesordrive to di-
fferent locations to garner different services. Personal frustrations and agency
referral complexity will be significantly reduced. The public's automobile
needs have also been considered in the developmental plans of this Center.
Not only are street parking spaces accessible, but on-site parking spaces have
also been provided.
The project will not functionally or aesthetically effect the character of the
neighborhood or the community. Upon field inspection of the site, the observer
finds the site plan comfortably conforms to the surrounding area. The proposed
two-story building blends with the two-story structures across the street, and
in the neighboring lot. As a result, no residential views are blocked. Further
field Inspection indicated that the site location would provide adequate pedestrian
safety, and auto safety, due to the wide sidewalks and streets. Both street outlets
to Broadway and Colorado are visibly warked by two-way stop signs, and no man-made
hazards are obvio~s distractions. In conclusion, the Multiservice Center will not
significantly increase the development intensity of an already developed area.
~LTERNATIVES/MODIFICATIONS
The major alternative for the Multiservice Center would be maintenance of the
statusquo: leaving Santa Monica's various services scattered in separate locations
throughout the City. This would not only continue the lack of coordination, but
would cause increased auto emissions, and increased street traffic. Thus, by cen-
tralizing the agencies the proposed project would actually i~prove environmental
conditions for Santa Monica.
LEVEL OF CLEARANCE FINDING: NO SIGNIFICANT iMPACT
Based on the following facts and reasons derived from the above environmental
assessment review, it is found that the request for release of funds for the project
covered is not an action which may significantly affect the quality of the human
environment, and an EIS is not required. It has also been determined that the
project for which this release of funds is requested will not cause a substantial
adverse impact on the environment and that an Environmental Impact Report as des-
cribed under the GUidelines for Implementation of the California Environmental
Quality Act of 1970 is not required. Rather, a Negative Declaration is the appro-
priate level of environmental review. The reasons supporting the above finding are:
1. The future introduction of a Multiservice Center onto such a site will conform
to all City codes includinq zoning and building; except that a procedural non-
confirming use must be granted.

2. The proposed activity does constitute a project within the meaning of the
California Environmental Quality Act of 1970.
3. The proposed activity is not exempt from the provisions of such act by
reason of being ministerial, categorically exempt or emergency activity.
4. The proposed activity does not appear to have a substantial adverse effect
upon the environment.
5. Inasmuch as it can be seen with reasonable certainty that no substantial
adverse effect is involved, no proper pur-pose would be served by the pre-
paration of an Environmental Impact ~eport.
6. A Negative Declaration document is the proper, correct and appropriate pro-
cedure required to assure compliance with the purpose and intent of the
California Environmental Quality Act of 1970.
No further environmental review of this project is proposed to be conducted
prior to the request for release of federal funds.

As a result of the raw sewage not being fully treated
the pollutloll levels in Santa Monica Bay have increased consider-
ably ~ recent years. Continuation of such trends may lead to the
creation of a "dead sea" of sludge off our coastline that would be
a hazard to the public healtb. In addltion various base metals
sucb as lead and arseUlC enter the bay untreated and have great
potential to cause biolog~cal taYm. In or~er to avo~d these pro-

The Director of the ?ublic Works re~artce~t bas stated
that the entlre Clty is fully served by more than ade~uate flood
control dralnage systems. ~te city trad~tlonally does not reCelve
Severe or extensive amounts of rai~al: and in addition tiere are
~o areas whic~ are ?rone toward flooding due to t~elr geograp~lc
c~arac~e~lstics. It the=efore can be safely asserted that ~tere
does not eXist any dacger of flood~ng In the Cl~y under normal
Clrcumstances.
The Federal Insurance Administration wh~ct is a d~vl-
slon of the repartcent of Eouslng ~~d ur~an Development ~as
establ~s~ed a federally S~bsldlzed lTISUrance program to ~~~e flood
insu::,ance available at reasonable rates to local communltles. The

tecticn Act passed by Congress In December 1973. The City Council

o~ Santa MO~lca votet on July 8, 1975 to participate in the federal
program to avoid any potentlal problems wlth r8celvlng certain
federal f~ds and also to avoid endangerlng tee grantl~ of certain
real estate loans. The federal funding and the real estate loans
could be contlLgent upon city participation in tee program under
prevalllng circunst~ces. To safe~~ard the city and its citizens
agalnst these potential problems the city will partlcipate in tee
program until circumstances no longer predicate the need for that
particJ..:pation.

provldlng cltizens adea~ate opportunity to review and cororoent on the

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:

SECTION 1. That the revised Env~ron~ental Impact Assessrroent
has been completed in compliance with the California Environmental
Quality Act, State and C~ty gu~del1nes, and Federal regulations.
SECTION 2. That the C1ty Council has reviewed and considered
information conta~ned in the revlsed Enviro~ental Assessment.
SECTION 3. That the C~ty Council determines that the activlty
will not have a substantlal adverse impact on the environ~ent.
SEC~ION 4. That the City COUDCll deslgnates the City ~anager
as the author1zed representatlve of the City of Santa Monica to act in
connectlon with the environmental review process, and to prcv~de such
addltlonal information as way be required.
SECTION 5. The City Clerk shall certi=y to the adopt~c~ of
this resolution, and thencefor~h and the~eafter the sawe shall te ln
full force and effect.
