SUBJECT: Authorization to Expend Funds for Administrative Expenses -
Multiservice Center
Background/Discussion
The previously approved Multiservice Center project has now progressed to a point
where it is appropriate to provide for a full time director and support (clerical)
personnel to bring the project to a successful conclusion. The level of activity
in such diverse areas as fundraislng, creation and incorporation of a managing
entity, agency liaison, and building design and construction execution has exceeded
the ability of the part time volunteer steering committee to effectively manage.
The Building Co",mittee has requested that the Council authorize Family Services
to expend $20,500 of the previously approved $600,000 development funds to hire
personnel for project administration for the period November I, 1980, through April
30, 1981
These administrative expenses will be assuned by the developing entity
commencing May 1, 1981, as the privately solicited donations become available,
The developing entity will continue its responsibility for the administrative
exp2~ses for the balance of the development phase, estimated to be twelve months
beyond May 1, 1981,

The Building Committee has also submitted proposed job descriptions and salary
ranges for the two requested positions (see attached),

Dear Mr. Herner:
As we d~scussed I am send~ng you the proposed job descript10n
for an Execut1ve D~rector of the Mult~serv1ce Center. The
goal of the proJect 1S to comb1ne the fac~lities and to a cer-
ta1n extent, the programs of seven 1nd~v1dual agenc~es. We
real1ze at th1S pOlnt no one board or staff member of any par-
ticular agency can posslble coord1nate th~s effort and a Joint
steer1ng comm1ttee has proven inadequate. The function of an
executlve dlrector ~s necessary to the realizat~on of the pro-
ject. The pos1t1on will also require the support of a full time
cler1cal poslt~on ext~mated at $10,000 per year, off~ce space at
$3600 per year and expenses (phone, dupl1cat~ng etc) of $2400
per year.
We plan to advertize the pos~t~on and organ~ze a committee to
rev~ew the resumes and interview the pr~me appl~cants. We wel-
come your part~cipat1on 1n th1S select10n process.
