SR-302-002 EPWM:CP:AA:LF:SA F:\DATA\SPFILES\SP1860\cc1860-3.doc City Council: November 14, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Agreement with Pugh Scarpa Architects to Provide Architectural Services for the Senior Recreation Center Improvements Project in Palisades Park Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Pugh Scarpa Architects to provide architectural services for the Senior Recreation Center Improvements Project in Palisades Park in an amount not to exceed $160,000 and approve $40,000 in contingency funds. Background The Senior Recreation Center located in Palisades Park operates seven days per week and provides approximately 20 different programmed activities for seniors each week. These activities include dance, exercise, music, educational classes, card playing, games, reading, piano, and socializing. Numerous special events for seniors are held each year and an active trip program also operates from the Center. The Center serves over 50 lunches a day to seniors, six days per week. This facility receives over 42,000 senior visits annually. 1 The Senior Recreation Center has been heavily used since it was constructed in 1955 and requires significant renovations to accommodate users and to extend the building’s life. Discussion The City Council approved funding to design improvements to the Senior Recreation Center in Palisades Park during the FY 00/01 budget cycle. On July 17, 2000 a Request for Proposals was issued to 38 firms to provide architectural services. Eight firms submitted responses to the City on August 14, 2000. Proposals were reviewed by a selection committee consisting of representatives from the Environmental and Public Works Management and Community and Cultural Services departments, and Daniel, Mann, Johnson and Mendenhall (a consultant providing project management services for the City of Santa Monica). The selection committee short-listed and interviewed four firms. Pugh Scarpa Architects was selected to provide the necessary services for the Senior Recreation Center Improvements Project. Pugh Scarpa Architects have planned and designed over 18 senior center and senior housing facilities over the past 10 years. Examples include the George M. Gibson Senior Center, a 13,588 square foot senior center for the City of Upland; structural retrofit and upgrading of the Whittier Manor, a 49-unit senior housing complex with multi-purpose rooms, for the City of Whittier; and Independence Plaza, a 186-unit senior housing development that contains community facilities such as a multi-purpose room, game room 2 and lounge. Pugh Scarpa Architects provided six references. References reported that the firm’s work was excellent. Working with the community and City staff, Pugh Scarpa Architect will evaluate the building and its systems, develop a program for improvements and prepare schematic designs with cost estimates. Pugh Scarpa Architects will be authorized to proceed with design development, preparing construction documents, and providing construction oversight services contingent upon Council approval to award a construction contract in future years. Budget/Financial Analysis Funds Required Contract $ 160,000 Contingency $ 32,000 TOTAL $ 192,000 Funds in the amount of $192,000 are available in Account Number C01075301.589000, “PMP-Senior Rec Ctr Renovation.” Recommendation Staff recommends that City Council: 3 1. Authorize the City Manager to negotiate and execute a professional services agreement with Pugh Scarpa Architects to provide architectural services for the Senior Recreation Center Improvements Project in Palisades Park in an amount not to exceed $160,000 and approve $32,000 in contingency funds; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
