SUBJECT: Submission of Refunding Application for Nutrition
Program for the Elderly
Introduction
The City of Santa Monica has been invited to submit a
formal reapplication for a Nutrition Program for the Elderly
under the Older Americans Act of 1965, as amended. Council
adopted a resolution to submit the initial application. In
accordance with regulations from the California Department of
Aging, a new resolution which contains the exact amount of
funding to be received by the City must be submitted.
Backsround
The City Council approved submission of an application to
provide federal funding of 1132,733 for the Nutrition Program
for the Elderly for twelve months, from July 1, 1981 through
June 30, 1982. The City is operating the Nutrition Program at
four City owned park sites (Lincoln, Marine, Memorial and the
Senior Recreation Center at Palisades Park), as an in-kind
contribution; and one site donated by Calvary Baptist Church,
1502 - 20th Street, also as in-kind. A food service company
is under sub-contract for the preparation of the food and pro-
vides one hot meal per day to a ~~ximum of 239 seniors for a

suggested donation. In addition, supporting services are pro-
vided as in-kind. The City has contributed $10,040 as cash
match as well as the space at the park sites donated as in-kind
match. The project will be operating on a twelve month year
from July 1, 1982 through June 30, 1983. The funding agency
is considering an award of $134,473. Based on this allocation
the City will operate four sites at the following locations:
Lincoln Park (7th & W1lshire), Senior Recreation Center (Ocean
Ave. at Broadway), Memorial Park (14th & Olympic) and Virginia
Avenue Park (Virginia Ave. at 22nd St.).
Recommendation
City staff recommends that the City Council adopt the
attached resolution, thereby indicating its desire to file an
application for $134,473 to the Los Angeles County Area Agency
on Aging for the Santa Monica Senior Citizens Nutrition and
Recreation Program and authorize the City Manager to sign
accompanying contract on behalf of Council.

CITY OF SANTA MONICA AUTHORIZING THE FILTIfG
OF A REAPPLICATION WITH THE LOS ANGET.FP. COUNTY
AREA. AGENCY ON AGING FOR A NUTRITION PROGRAM
FOR 'Pm;: ELDERLY UNDER TITLE III OF THE OLDER
AI1ERICANS ACT OF 1965, AS AMENDED.
WHEREAS, the County of Los Angeles Department of Senior
Citizens Affairs has been awarded the funds for providing ser-
vices for the elderly under the Older Americans Act;
WFRREAS, the City of Santa Monica wishes to apply for
Older Americans Act funds for nutrition and social services, in
order to administer said services; and
WHEREAS, it is necessary that the City of Santa Monica
approve the submittal of a proposal for Older Americans Act
funds; and
WHF,RF.Ag, it is necessary that the City of Santa Monica
designate and authorize a representative to sign the contract
for Older Americans Act funds on behalf of City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
That the City Manager is hereby autho-
rized to file an application and to execute any contracts or
subsequent amendments related thereto, on behalf of the City of

Agency on Aging for One Hundred Thirty Four Thousand Four
Hundred and Seventy-Three ($134,473) Dollars to be used for
a nutrition program for the elderly located at four (4)
City park sites.
SECTION 2.
The City Clerk shall certify to the
adoption of this resolution, and thenceforth and thereafter
the same shall be in full force and effect.
