SR-302-001 (5) e e ~ -IV' MAY 2 3 1989 3 tJ'2 -100/ CARS : BFM: EA City Council Meeting: May 23, 1989 Santa Monica, California "'30'J- - U;: I STAFF REPORT TO: Mayor and City Council FROM: city Staff RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS FOR SENIOR NUTRITION PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING SUBJECT: INTRODUCTION This report recommends that the City Council adopt the attached resolution authorizing the submittal of a grant application to the Los Angeles County Area Agency on Aging for funding in the amount of $141,964 for FY19B9-90 and authorizing the City Manager to negotiate and execute a contract for provision of services to the elderly through the City I S senior Nutrition and Recreation program. BACKGROUND The City of Santa Monica has been sponsoring the Senior Nutrition and Recreation Program for the past twelve years. Each year the city is required to submit an application for grant monies. The C-l or Congregate Meals program provides approximately 214 meals per day, Monday through Friday for 4 nutrition park sites. The C-2 or Home Delivery Meals program provides 55-60 meals per day, Monday through Sunday for homebound seniors in the Santa Monica community area. - 1 - ~ ...~ ~y 2 3 1989 e e The following description of the projected costs and revenues for the Senior Nutrition and Recreation Program indicates that $72,492 will be needed from the city's General Fund and $27,447 from Proposition A Transportation Funds. 1989-90 Total Cost Revenue Sources Senior Nutrition Grant Revenue Senior Nutrition Van and Meal Contributions United States Department of Agriculture City of Santa Monica General Fund Proposition A - Transportation Fund TOTAL $339,528 $141,964 $ 54,586 $ 43,039 $ 72,492 $ 27,447 $339,528 The $141,964 applied for in the grant to the Los Angeles County Area Agency on Aging represents an increase of $12,387 for the home delivered meals program, and an increase of $448 for the Congregate Meals Program as compared to the approved funding level for 1988-89. The City operates the Nutrition Program at four sites: Lincoln Park, Memorial Park, Virginia Park, and the Senior Recreation Center. A food service company is under sub-contract to provide 214 hot meals per serving day as well as sixty home delivered meals per serving day. In addition, the nutrition van provides 5,236 units of transportation each year to the nutrition program, medical appointments and recreation activities. - 2 - e e BUDGET/FINANCIAL IMPACT Appropriate grant application and other revenue sources will be reflected in the FYl989-90 budget recommendation in order to reflect any grant approvals known at that time.
