SR-302-001 (4) ( e I. -F:9~ FE'B 1- j I:! ;J e '- CARS:BFM:EA ~ity council Meeting: Feb. 13, 1990 Santa Monica, California STAFF REPORT 302.-00/ TO: Mayor and City Council FROM: City staff RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS FOR SENIOR NUTRITION PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING SUBJECT: INTRODUCTION This report recommends that the City Council adopt the attached resolution authorizing the submittal of a grant application to the Los Angeles County Area Agency on Aging for funding in the amount of $149,062 for FY 1990-91 and authorizing the city Manager to negotiate and execute a contract for provision of services to the elderly through the city's Senior Nutrition and Recreation Program. BACKGROUND The City of Santa Monica has been sponsoring the Senior Nutrition and Recreation Program for the past thirteen years. Each year the City is required to submit an application for grant monies. The C-l or Congregate Meals program provides approximately 214 meals per day, Monday through Friday for four nutrition park sites. The C-2 or Home Delivery Meals program provides 55-60 meals per day, Monday through Sunday for homebound seniors in the Santa Monica community area. -~~l-;' n:,.. v - 1 - , - e The following description of the projected costs and revenues for the Senior Nutrition and Recreation Program indicates that $76,117 will be needed from the city's General Fund and $28,819 from Proposition A Transportation Funds. The amount requested represents a 5 percent eost of living increase. 1990-91 Total cost $356,504 Revenue Sources senior Nutrition Grant Revenue Senior Nutrition Van and Meal contributions United States Department of Agriculture City of Santa Monica General Fund Proposition A - Transportation Fund $149,062 $ 57,315 $ 45,191 $ 76,117 $ 28,819 TOTAL $356,504 The $149,062 applied for in the grant to the Los Angeles county Area Agency on Aging represents an increase of $2,836 for the home delivered meals program, and an increase of $3640 for the Congregate Meals Program as compared to the approved funding level for FY 1989-90. The City operates the Nutrition program at four sites: Lincoln Park, Memorial Park, Virginia park, and the Senior Recreation Center. A food service company is under sub-contract to provide 214 hot meals per serving day as well as 60 home delivered meals per serving day. In addition, the nutrition van provides 5,236 - 2 - e e units of transportation each year to the nutrition program, medical appointments and recreation activities. BUDGET/FINANCIAL IMPACT Appropriate grant application and/or approvals, and other revenue sources will be reflected in the FY 1990-91 proposed budget. Santa Monica, Callfornia 7970(CCS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND THE SIGNING OF A CONTRACT FOR PROVIDING SERVICES FOR ELDERLY PERSONS WHEREAS, the County of Los Angeles Department of Senior Citizens Affairs has been awarded the funds for providing serV1ces for the elderly under the Older Americans Act; and WHEREAS, the City of Santa Monica wishes to apply for Older Americans Act funds for social services in order to adm1nister said services; and WHEREAS, 1t is necessary that the C1ty of Santa Monica approve the subm1ttal of the proposal for Older Americans Act funds; and WHEREAS, it is necessary that the City of Santa Monica des1gnate and authorize a representat1ve to slgn the contract for Older Americans Act funds on behalf of the sa1d City of Santa Monlca, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1, The C 1 ty Councll of the City of Santa Man; ca approves the submlttal of a proposal for Older Americans Act funds. SECTION 2.
