Subject: Resolution Authorizing Grant Application for Senior Nutrition and
Recreation Program
Recommended Action
It is recommended that the City Council:
1. adopt the attached resolution authorizing the submittal of a grant application to
the County of Los Angeles Department of Community and Senior Services for
funding for FY 2006 - 07; and
2. authorize the City Manager to negotiate and execute a contract with the County
for provision of services to the elderly through the City's Senior Nutrition and
Recreation Program.
Executive Summary
The Community and Cultural Services Department proposes to submit a grant
application to the County of Los Angeles Department of Community and Senior
Services for funding for FY 2006/2007. If the grant is approved, a contract with the
County for provision of these services to the elderly through the City's Senior Nutrition
and Recreation Program will be necessary.

Programs funded through Los Angeles County are the Congregate Meals Program,
Home Delivered Meals Program and Telephone Reassurance Program. Revenue for
the City's programs comes from this Los Angeles County grant, the Nutritional Services
Incentive Program (N.S.I.P.), participant donations, Meals on Wheels West and the
City's General Fund. The City is required to provide a minimum 15% local match for
each program, and provisions to do are already in place. The City receives $3.20 per
meal from the County and $0.54 per meal from N.S.I.P. The suggested donation from
diners for the Congregate Meals Program is $1.75 per meal with an average actual
donation of $1.07 per meal. For home delivered meals, the County per meal
reimbursement rate is $4.24 for hot meals and $3.25 for frozen meals plus $0.60 per
meal from N.S.I.P.
Discussion
Backqround
The City of Santa Monica has sponsored the Senior Nutrition and Recreation Program
for the past 28 years. Every four years, the County conducts an open competitive bid
process for program service, with renewal applications submitted in following years.
Fiscal year 2006/2007 is a renewal year.
During FY 2005/2006, the Congregate Meals Program was funded to serve meals each
weekday at four sites: Reed Park, Ken Edwards Center, the Senior Recreation Center
and WISE Day Care Center, plus Saturday service at the Senior Recreation Center.
During FY 2005/2006, congregate meal service resumed at Virginia Avenue Park one

day per week when the park re-opened in January 2006. The actual service level is
approximately 2,352 meals per month.
Since 1994, the City has subcontracted the Home Delivered Meals Program to Meals
on Wheels West. This arrangement is a cost effective and productive method of
providing this service, given the organization's experience and broader program in
delivering meals to homebound seniors. During FY 2005/2006, the Home Delivered
Meals Program operated seven days a week and was contracted to provide
approximately 1,475 meals per month for homebound seniors in Santa Monica. During
FY 2006/2007, the Home Delivered Meals Program is proposed to serve an average of
1,475 meals per month.
The City is also applying for funding to operate a Telephone Reassurance Program for
Home Delivered Meals Program clients. Clients are contacted to check for any
questions or concerns regarding the meal program. Approximately 150 calls per month
will be made to clients receiving frozen meal delivery. The City expects 102 different
clients to be served through this program with a reimbursement rate of $.50 per call.
This program is also subcontracted to Meals on Wheels West.
Previous Council Actions
On April 26, 2005, the City Council adopted Resolution #10034 (CCS) and approved
Contract No. 8466 (CCS) authorizing the submittal of a grant application to the County
of Los Angeles Department of Community and Senior Services and authorized the City

Manager to negotiate and execute a contract with the County for provision of services to
the elderly through the City's Senior Nutrition and Recreation Program.
Public Outreach
The Senior Nutrition and Recreation Program are announced in Seascape and are
detailed in the Senior Shorelines Newsletter that is prepared and mailed to Senior
Recreation Center members. The Senior Shorelines Newsletter is also distributed
throughout the City including the local senior service agencies and senior living
facilities.
BudgeUFinancial Impact
Anticipated grant receipts and the program costs are included in the FY 2006-07
Budget.
