SUBMITTAL OF GRANT APPLICATIONS FOR SENIOR NUTRITION
PROGRAM AND AUTHORIZING CITY l-IANAGER TO NEGOTIATE
AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING
SUBJECT:
INTRODUCTION
This report recommends that the City Council adopt the attached
resolution authorizing the submittal of the final grant
application to the Los Angeles County Area Agency on Aging for
funding in the amount of $132,511 for FY1990-9l as preliminarily
allocated by the County and authorizing the City Manager to
negotiate and execute a contract for provision of services to the
elderly through the City's Senior Nutrition and Recreation
Program.
BACKGROUND
The city of Santa Monica has been sponsoring the Senior Nutrition
and Recreation Program for the past thirteen years. Each year
the city is required to submit an application for grant monies.
The C-l or congregate Meals program provides approximately 214
meals per day, Monday through Friday for 4 nutrition park sites:
Lincoln Park, Memorial Park, Virginia Park and the Senior

Recreation Center. The C-2 or Home Delivery Meals program
provides 50 meals per day, Monday through Sunday for homebound
seniors in the Santa Monica community area. A food service
company is under sUb-contract to provide the meals. In addition,
the nutrition program provides 5,236 units of transportation each
year to the nutrition program, medical appointments and
recreation activities.
BUdget/Financial Impact
The preliminary $132,511 grant allocation made to the city by the
Los Angeles County Area Agency on Aging represents a reduction of
$9,453 for the home delivered meals program, and no change for
the Congregate Meals Program and the Transportation Program as
compared to the approved funding level for 1989-90.
The following description of the projected costs and revenues for
the Senior Nutrition and Recreation Program indicates that
$105,064 will be needed from the city's General Fund and $52,296
from proposition A Transportation Funds. The proposition A
Transportation Funds reflects an increase of $24,849 over 1989/90
and includes the purchase of a new wheelchair accessible
passenger van. The overall total funds requested for 1990/91
represents an increase of $10,940.00 over last year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND
THE SIGNING OF A CONTRACT FOR PROVIDING SERVICES FOR
ELDERLY PERSONS
WHEREAS, the County of Los Angeles Department of Community & Senior
CitlZen Services has been awarded the funds for providlng services for the
elderly under the Older Americans Act; and
WHEREAS, the City of Santa Monica wishes to apply for Older Americans Act
funds for nutrition and soc1al services 1n order to adm1nister said serVlces;
and
WHEREAS, it is necessary that the City of Santa Monica approve the
submittal of the proposal for Older Americans Act funds; and
WHEREAS, it is necessary that the City of Santa Monica designate and
author1ze a representative to sign the contract for Older Americans Act funds
on behalf of the sald City of Santa Mon1ca,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Man i ca approves the
submittal of a proposal for Older Americans Act funds.
SECTION 2. The City Counc1l of the City of Santa Monica designates the
City Manager or in his absence, the Assistant City Manager as the authorized
representative to Slg0 the contract and all documents necessary to accompany
said contract, including all amendments to said contract withln the fiscal
year.

SECTION 3. The City Clerk shall certlfy to the adoption of this
Resolution, and henceforth and thereafter the same shall be io full force and
effect.
