SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING SUBMISSION OF GRANT
APPLICATION FOR SENIOR NUTRITION AND RECREATION PROGRAM
Introduction
Th1S report recommends that the City Counc1l adopt the attached resolution
authorizing the submlttal of a proposal to the Los Angeles County Area Agency on
Aging for funding in the amount of $129,129 for Fiscal Year 1988-89 and authorlZe
the City Manager to negot1ate and execute a contract for provision of services to
the elderly through the City's Senior Nutrition and Recreation Program.
Background
The City of Santa Monica has been sponSOrlng the Senior Nutrition and Recreation
Program for the past eleven years. Each year the City is requlred to submlt an
application for grant monles to the County.
The following ltemization of the projected costs and revenues for the Senior
Nutri t i on and Recreat i on Program i ndi cates that $68,123 w1ll be needed from the
City's General Fund and $22,594 from Proposition A Transportatlon Funds.

The $129,129 appl ied for in the grant from the Los Angeles County Area Agency on
Ag1ng represents $72,355 for the congregate nutrition program, $44,334 for the home
delivered meals program,and $12,440 for the transportation program.
If approved, the grant proposal will result in an estimated increase of $15,931 in
the City/s General Fund contribution over the 1987-88 level. This increase is due
to anticipated increases in salaries, materials and supplies, and food costs.
The C1ty operates the Nutr1t10n Program at four sites: Lincoln Park, Memorial Park,
the Sen10r Recreat10n Center, and Virginia Avenue Park. A food services company is
under sub-contract to provide 214 hot meals and 43 home delivered meals per serving
day. In addition, the nutritlon van provides 5,256 units of transportahon each
year to the nutr1t1on sltes.
BudgetjF1nane1al Impact
Appropr1ate grant funds and other revenue sources w1ll be included 1n the proposed
1988-89 budget in order to reflect any grant approvals known at that time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND
THE SIGNING OF A CONTRACT FOR PROVIDING SERVICES FOR
ELDERLY PERSONS
WHEREAS, the County of Los Angeles Department of Senior Cit1zens Affa1rs
has been awarded the funds for providing serV1ces for the elderly under the
Older Amer1cans Act; and
WHEREAS, the City of Santa Monica wlshes to apply for Older Americans Act
funds for social services in order to administer said services; and
WHEREAS, it is necessary that the C1ty of Santa Monica approve the
submlttal of the proposal for Older Amer1cans Act funds; and
WHEREAS, it 1S necessary that the City of Santa Monica designate and
authorlze a representative to sign the contract for Older Americans Act funds
on behalf of the said City of Santa Monica,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monlca approves the
submittal of a proposal for Older Americans Act funds.
SECTION 2. The C1ty Council of the City of Santa Monica designates the
City Manager or in his absence, the Assistant City Manager as the authorized
representat1ve to sign the contract and all documents necessary to accompany
sald contract, includlng all amendments to sa1d contract within the f1scal
year.
