Introduction
This report requests approval from the Clty Council to allow the
Recreation and Parks Department to provide public bUllding space to
the Food Advisory Service worklng in cooperation with the Retired
Senior VolunLeer Program, for the purpose of selling fresh produce
to senior Cl~lzens at ~ower than market prlce.
3ackgroun~
The Fooe Advisory Service lS a non-profit C.E.7.A. funded serVlce
which currently delivers produce to sltes throughout Los L~geles
COLnty. Vehicles provided by the :ood Advisory Service will bring
fresh produce daily to the site, and later return to renove any
excess. There wlll be no charge for thls service. All oroduce
sold at the slte will be sold at wholesale cost, wlth no proflts
to be realized by the cgency.
The ~etired Senior Volunteer Program (R.S.V.?) lS a placement
agency for volunteers over Slxty years of age. R.S.V.P. is sponsored
by the Voluntary Actlon Center (a federally funded A.C.T.l.G.N.
program) and through prlvate donation. R.S.V.P. will provide vol-
unteers to starr the outlet site, as well as all necessary equlpment.
Insurance and transportation ror the volunteers are paid through the
Voluntary Action Cen~er (see attached Certificate of Insurance, with :Ii)

Only senlor c~tizens will be allowed to purchase produce through the
program.
If necessary, identification will be requlred as it cur-
rently is for the Senior Nutrition Program.
progra~ will be strictly voluntary.
The program wl1l initially operate for a two hour period every
Wednesday, 12:30 p.m. ~ntil 2:30 p.m., at ~incoln Park. If the
program proves to be a success, expansion is posslble.
The proposed program was unanlmously approved by the Recreation and
Parks CommlSSlon at their regular meeting of January 17, 1980. (See
Participation in the
attachments). The sponsor has provided product liabllity insurance
which has been a?provec by the City Attorney.
Alternatives
1. City Co~ncil may disapprove the program.
2. City Co~ncil may authorize the Recreation and Parks Department
to provide public building space, at Lincoln Park, to the food
Advisory Serv~ce and Retired Senior Volunteer Program for the purpose
of selling fresh produce to senior citlzens at a lower than market
prlce.
Recommendation
Staff recommends alternatlve No.2, that Council aDDrove the use of
~incoln Park for thls senior citizens program at no charge and direct
staff to prepare agreement which holds the City harmless and assures
adequate insurance coverage is provided by the food Advisory Service,
for executlon ~y the City Manager.

Senior Citizens Produce Program
The Recreation and Parks Commission of the City of Santa Monica met in
regular session on Thur~day. January 17, 1980. At this meeting, Ms. Ruby
Bartlett of Retired Senior Volunteer Program (R.S.V.P.) addressed the
Commission regarding establish1ng a fresh produce mini-mart for senior
seniors. The proposed service would work in cooperation with the Food
Advisory Service. and work in conjunction with the Santa Monica Senior
Citizens Nutrition Program.
Mrs. Libuser moved to have staff evaluate the program with attention focused
on the liability aspect of this proposal and report back at the next meeting.
The motion was seconded by Mr. Durst. Discussion followed regarding this
motion. Mrs. Libuser moved to withdraw the motion as presented. The motion
for withdrawal ~as seconded by Mr. Durst.
Mrs. Banan; moved to approve the proposal submitted by R.S.V.P. for establish-
ment of a produce mini-mart for seniors subject to investigation by the
Recreatlon and Parks Department of legal aspects surrounding th1S proposal.
The motion was seconded by Mrs. Libuser and carried unanimously.
