SR-302-001 (14) . ~ .c - Santa Monlca, California, March 31, 1980 - toD 30'2-00/ TO: FROM: SUBJECT : Mayor and C1ty Council City Staff SUb~lsslon o~ Refund1n9 Appl1cat1on for NutrltioD Program for the Elder ly INTRODUCTION On May 8, 1979, the C1ty Council approved Item 6F perm1ttinq fil1ng of reappl1cation of federal fund1ng, in the amount of $137,505.00, for the Sen10r Clt1zen Nutrltion and Recreat10n Program for the twelve month penod from July 1, 1979 to June 30, 1980. In July, 1979, the C1ty Counc1l approved an increase 1n the suggested donation per meal from 65e to 85~. ThlS change became effect1ve August 1, 1979 The program contin- ues to operate under an 85[ contr1but1on schedule. BACKGROUND The Clty operates the Sen10r Cit1zen Nutrition and Recreation Program at four sites: Linca7n Park, Memorial Park and Marlne Park; and one site donated by Calvary Baptist Church. A food service company 1S under sub-contract for the preparatlon of the food and provides one hot meal f1ve days per week to a maX1mum of 250 sen1or~ per serving day. In addlt1on, support services are provided by the C1ty. There is no direct cost to the C1ty since local matching funds lare reflected as 1n-kind space and support services at the Church and park sites. The current submitted proJect w1ll operate on a twelve month year from July 1,1980 through June 30,1981. The fundinq agency, the Los Angeles County Area Agency on Aging, is cons1der1ng an award of $138,705.00, The present app11catlon rel1es on a $1.94 per mea] food cost f1gure. Based on prelim1nary meet1ngs w1th the AAA it is their recommendation that the Clty not renew the option on the present contract and go out to compet1tive bldding for next year's food services, b€cause a Drel1minary budget reVlew indicated that we could not stay wlth1n the allotted budget funding and still prOVlde 250 meals per day at o~r present cost ($2.14 plus C.P.I. adjustment in June 1980). The estlmated $1.94 per meal 1S an acceptable prlce per meal f1gure for AAA fund1ng. If addlt10nal funds were necessary the AAA would allow supplemental monles to augment that amount. RECOW~ENDATlON City staff recommends that the Clty Councll adopt the attached resolut1on, thereby 1ndlcat1ng its desire to fl1e an appl1cat1on for $138,705.000 to the Los Angeles County Area Agency on Aging for the Santa Monica Senior Nutrit10n and Recreation Program and authorlze the City Manager to enter 1nto a contract on behalf of the C1ty Counc1l.
