Recommendation to Approve Agreement and Lease with
Ocean Park Community Center for the Operation of a
Women's Day Center
INTRODUCTION
This report recommends the approval of the Grantee Workplan and
Budget for a Women's Day Center to be operated by Ocean Park
Community Center, presents lease terms for City-owned property to
house the Center and requests authorization for the City Manager
to negotiate and execute the standard Grantee Agreement and
lease.
BACKGROUND
On May 27, 1986, the City Council approved the 1986-87 Community
Development Plan which included the allocation of $88,153 as a
setaside for a Women's Day Center to serve the emergency needs of
homeless women in Santa Monica. A contingency was placed on the
setaside that the funds were to be awarded to Ocean Park
Community Center if a site could be found by October 1, 1986.

At that time, City staff began discussions with OPCC to consider
the use of approximately 750 square feet of currently vacant
commercial space located at the front of City-owned property at
1616 Ocean Avenue. After careful assessment, both OPCC and City
staff concluded that a viable program could be operated at the
site wi th minimal impact on surrounding businesses and
residences. The following discusses the program and site in more
detail.
DISCUSSION
Women's Day Center Program and Budget: The attached workplan and
budget outline the activities and operating costs of the proposed
program for the remainder of the 1986-87 fiscal year. As noted
in the workplan, a range of program activities will occur on
behalf of homeless women in Santa Monica. These include: the
provision of comprehensive needs assessments for 250 chronically
homeless women at the Day Center; provision of lunch to 25 women
daily; rest, showers and clean clothing daily to 15 women;
advocacy; and information and referral services as well as mental
health-related support services. In addition, 50 volunteers will
be recruited to assist at the Center and a community education
component will address the need to work closely with other groups
and the business community.
The program budget provides for 2.5 staff members to provide
counsel ing and advocacy, center management and vol unteer
coordination. Normal operating expenses as well funds for
emergency services and food assistance are also included.

Consistent with the City's current grant policy that all programs
raise a minimum of 20% from other sources, OPCC projects that it
will raise a minimum of $36,000 from other sources.
In order to ensure that this program can be sustained within the
current allocation in the future, the $88,153 includes one-time
start-up costs and equipment with the monthly operating costs
remaining within the $7,346 limit if the program were annualized.
program site: The proposed location is at 1616 Ocean Avenue,
which is City-owned residential/commercial property with two
small commercial units and seventeen residential rental units.
The two commercial units are currently vacant and in need of
repair and rehabilitation. They front Ocean Avenue and can be
accessed from the street, separate from the residential units.
Analysis by OPCC staff and its contractor projects that
approximately $15,000 will be needed to rehabilitate the units
for this purpose. This will be the sole responsibility of OPCC.
Tenants occupying the residential portion of the property have
been notified of the proposed use.
The location of the building, proximate to Palisades Park, makes
this an accessible location for services to many of the Center's
potential clients.
It is proposed that the major provisions of the lease include the
following:
o The lease term will not exceed five years and OPCC will
pay $1 per year rent.

o The city or OPCC may terminate the lease with 60
days notice.
o OPCC shall ensure separation of Center functions from the
residential portion of the building
o OPCC shall be responsible for all rehabilitation of the
commercial units and shall ensure against damages to other
portions of the building during rehabilitation; the City
shall approve all working plans prior to rehabilitation.
o All standard lease terms, including hold harmless and
insurance provisions, will be included.
FINANCIAL/BUDGETARY IMPACT
Funds for the operating grant to OPCC in the amount of $88,153 is
currently appropriated in acccount no. 01-200-262-000-600. No
additional appropriation is needed. Revenue from leasing the
property will be $l/year which will be deposited in the General
Fund Miscellaneous Income account. There will be no loss of
revenue due to the fact that the units were vacant with no plans
for leasing them in the near future. No additional budgetary
actions are required.
RECOMMENDATION
City staff recommends that City Council (1) award $88,153 to
Ocean Park community Center and approve the attached Grantee
Workplan and Budget, (2) approve major lease terms for a lease of
commercial property at 1616 Ocean Avenue, and (3) authorize the
City Manager to negotiate and execute a Grantee Agreement and

Commercial Lease with Ocean Park Community Center for the
operation of the Women's Day Center.
