The Ocean Park Community Organization encoura~es you
to participate in the Kei~hborhood Statistics Program and to
desi~nate Ocean Park as a neighborhood for the consolidatin~
of census data. So designatin~ this area from Lincoln 3lvd.
to the ocean. from Pica to the southern city line. will
provide useful information for a number of purposes. Chartin~
the demo~raphy of this community and establishin~ a base from
which to measure future chan~es will help both our or~anization
and the City, especially since Ocean Park is a sl~nificantly
chan~in~ area within Santa Monica's coastal zone. Such
information could be quite useful in adminlsterin~ the Local
Coastal Plan after it has gone into effect.
Furthermore. ctting Ocean Park as a tlrleil?;hborhoodu (which
it is, historically and socially) could be advanta~eous to
the community and to the City if the federal gover~~ent ever
implements proposed distributions of funds directly to
nei~hborhoods with large low and moderate-income populations.

Introductlon
The Bureau of the Census lS sponsorlng the Nelghborhood Statistics
Program where cltles are able to recelve census information for
quallfied nelghborhoods. These neighborhoods must have an
organlzatioD able to represent resldents' views to local
decisionmakers, must be offlcially recognized by the city or
a central nelghborhood council, and must have boundaries that
do not overlap.
On October 14,1980, the City Council voted to participate in the
statlstics program and to hold a public hearlng at which varlOUS
organlzations and members of the publlC would request partlclpatlon
and would suggest the boundaries to be recognlzed by the City.
The purpose of this publlC hearlng 15 to recelve such public
testimony regardlng the City's particlpatlon in the neighborhood
statistlcs program, to officlally recognlze those groups wishing
to partlclpate, to recognlze these groups' boundarles, and to
authorlze the Mayor to request neighborhood data from the Census
Bureau.
Background
Staff has mailed notlces to varlOUS neighborhood associatlons and
other organizations in the City lnfor~ing them of the Census
program and inviting them to partlclpate. These groups are as
follows: Communlty Plannlng Commission, Douglas Park Homeowners
Assoclation, Navy Street ~elghborhood ASSoclatlon, Ocean Park
Community Organlzatlon, Pallsades Beach Property Owners Assoclatlon,

In additlon, a notlce was placed ln the Santa Monica Evening
Outlook on November 5, 7, 14, and 21, 1980 and in the Independent-
Journal on November 6.
Staff has recelved responses from the Ocean Park Communlty
Organizatlon, Palisades Beach Property Owners Associatlon,
pica Nelghborhood Association, and the Sunset Park Property
Owners Association. All would like to partlcipate ln the
program and provlded staff with their boundaries. The attached
map dellneates the boundarles of the four organlzations -- none
of WhlCh overlap.
Alternative 1. The City May elect not to participate in the
Neighborhood Statlstlcs PrograM.
Alternative 2. The City may recognize those organizatlons willlng
to partlclpate in the program, recognize their boundaries, and
authorize the Mayor to request nelghborhood informatlon from the
Census Bureau.
Recommendation
Slnce the census statistlcs would be valuable for plannlng
purposes and may be of lnterest to those groups wlshing to
partlcipate 1n the program, It lS respectfully recommended
the Mayor and the C1ty Councll follow alternative 2 and
recognize the Ocean Park Cornmun1ty Organizatlon, Palisades
Beach Property Owners Assoc1ation, pico ~eighborhood ASsoclatlon,
and the Sunset Park Property Owners Associatlon for the purpose
of partlclpating lD this Census program, recognize their
boundaries, and authorlze the Mayor to request of the Bureau
of the Census the statlst1CS for these neighborhoods.

SUBJECT: Changes to the Staff Report on Neighbrohood Statistics Pros ram
Since the subnission of the staff report on the Neighborhood Statistics
Program a number of changes have been requested by two of the neighbor-
hood groups.
The Co~unity Planning Coalition (CPC) which did not initially sub~;tt
a request to participate in the program, notified the staff on Uovember
18 that the Coalition would like to participate in the program. Since
the Coalition's boundaries are coterminous \Jith the boundaries of the
Sunset Park Property Owners Association, the President of the Coalition,
tis. G. Kennedy, was advised to coordinate the Coalition's request with
t:le Sunset Park Association. On Novenber 24th, Hs. Kennedy advised the
staff that she and :1r. Hoyt~ President of the Sunset Park Association,
had agreed that the Community Planning Coalition instead of the Sunset
Park Association should be designated as the receipient of the Neigh-
borhood Statistics.

On November 20th !1r. F. Harris, President of the Palisades Beach Property
Owners Association contacted the staff and requested that their boundary
be' extended south to align \lith California J-\venue instead of Idaho Avenue,
as previously requested.
It is respectfully recofl'.r:ended that the City Counei 1 approve both requests.
