Approval of Release of CDBG Funding for the Pico Neighborhood Association Introduction This report transmits the revised budget and work plan for the Pico Neighborhood Association (PNA), and recommends Council approve the release of $50.000 to PNA pending HUD approval of the City's Sixth Year Community Development Block Grant (CDBG) application. Background In December 1979, the PNA submitted a request to the City for CDBG funds to be used for Citizen participation outreach and neighborhood organization in the I'Pico Corridorl1 area. The PNA IS a newly-formed neighborhood organization interested in becoming more involved in the CDBG process. At its meeting of January 22J 1980. the City Council approved allocation of $50,000 in COBG funds for the PNA with the following conditions' (1) PNA incorporate as a non-profit neighborhood-based organization; and (2) PNA submit to Council a revised budget and work plan which includes a monitoring mechanism. Discussion The PNA was incorporated as of May 12, 1980 (see attached Articles of Incorporation). Also attached is a copy of its revised budget. a twelve-month work plan and a milestone chart (time line). The work plan and the attached proposed contract provide for monthly finanCial reports and a monthly narrative report of activitIes. r.--o ! (Ar." jUL B ~S': . . PICO NEIGHBORHOOD ASSOCIATION OPERATION CONTACT - 12-month Workplan The Pico Neighborhood Association (PNA) proposes to implement a three-prong citizen participation program In the Pica neighborhood. which includes Census Tracts 7018.01, 7018.02, and 7017.02. (see map attached) The programJ OPERATION CONTACT, will include: I) a preliminary set-up program of the PNA to implement OPERATION CONTACT. including the hiring of staff, setting-up of the office. etc. ; 2) a comprehensive education and outreach program to educate Pico Neighborhood residents about neighborhood and community develop- issues, and about the Community Development Block Grant Program. andj 3) a comprehensive citizen participation advocate program to encourage Pico Neighborhood residents to identify their community needs and participate fully in the Santa Monica's Co~munity Development Block Grant and citizen participation program and other relevant city, stateJ and federal programs. SET-UP PROGRAM A. set-up the PNA office to be located in the Pico Neighborhood, B. hire community outreach staff, C. set up books and accounts, D staff sets up office and filing system, E. establish liaison with appropriate city agencies. I I EDUCATION AND OUTREACH PROGRAM A. prepare "Community mapoingll-physical and attitude survey of the community B. identify interested residents and neighborhood concerns (doorknocking), C. identify existing groups in the neighborhood concerned with community development issues, D. identify existing neighborhood leadership concerned with community development issues, E. develop and distribute a leaflet explaining Community Development Block Gran ts.... . . F. develop and distribute a more comprehensive pamphlet on CDBG which can be used by residents and other community groups, G. write and distribute monthly newsletter to include information about CDBGJ H. develop contacts with media so that CDBG information can be dis- tributed to local radio stations and newspapers. II I CITIZEN PARTICIPATION ADVOCATE PROGRAM A. encourage residents to hold block meetings to dIscuss community concerns, B. hold neighborhood meetings where members of existing groups and residents can discuss community development Issues among themselves and with local government officials. C. work with residents to develop a list of requests for the 1980-81 CDBG hearings, D. work with residents to formal ize requests and write proposals for the 1980-81 CDSG hearings, E. encourage residents to begin to discuss requests for the 1981-82 COSG hearings, F. attend all appropriate meetings and hearings. IV MONITORING A. prepare monthly reports of activities and expenditures to be submitted to the City.
