SUBJECT: Status of CDBG-funded Projects in the
PICO Neighborhood Area
Introduction
In response to inquiries by Pico Neighborhood Association (PNA), City staff has
prepared the follOWIng brief report of the status of CDBG-funded projects and
actiVIties planned for the Pico Neighborhood Area.
Discussion
The following IS the status of Pico Neighborhood Area projects as of November 3,
1981 :
Traffic Signal Installation
1. Virginia Ave. & Cloverfleld Blvd,
2. PICO Blvd., between 18th & 19th Streets
Design for both signals has been completed in-house and it is anticipated
the City will go out-to-bid within 30 days. The earliest construction can
begin is approximately four months (Feb./Mar.), depending on obtaining an
adequate number of bids, timely approvals by HUD and timely award of contract
by City Council. It is esti~ated that construction/Installation will be
COMpleted In six months.
Sidewalk Construction (Michigan Ave. at 20th Street)
This project IS under construction by City work forces. Target completion
date is one week.
Wheelchair Ramps
Thirty wheelchair ramps are to be constructed in the Pico Neighborhood area.
As per the PNA request, twenty-three will be constructed adjacent to Santa

Monica College. The other locations requested In the original PNA proposal
are 19th and Broadway and 19th and Colorado. Field observation does not
reveal any apparent rationale for ramps at these intersections. City staff
has been unable to obtain confirmation of these locations from PNA, and
has moved ahead with the bid package preparation. The final seven ramp
locations will be determined prior to execution of a contract.
Street Improvements (Delaware Ave. and Cloverfield Blvd.)
This project involves the construction of traffic islands to divert eastbound
traffic on Delaware from direct access to the Santa Monica Freeway On-ramp.
The design of the project was completed in-house
A bid package to Include
this work with the wheelchair ramp construction (above) is being prepared.
Necessary related adjustments to the existing traffic signal will be completed
by the City.
Mura 1 (Stewart Street Underpass)
Design competition and artist selection to be coordinated by PNA,
Citizen PartiCipation Outreach and
Youth ActiVities Program
These actiVities are being implemented by PNA.
Recovery Home for Substance Abusing Youth
Preli~inary steps for property acquisition are complete. City staff will
be making a presentation to City Council regarding an offer to purchase the
property very shortly.
Virginia Avenue Park Community Building
This is not a CDBG-funded project; however, information is Included here
since this actiVity has been specifically mentioned by PNA. Work on this
project was started June 8, 1981, and December 5. 1981 is the completion
date. There have been a number of problems encountered by this contractor
which have resulted in no work being done on the project on thirty-one days.

Some of the problems were six-week electricians' strike, default by
electrical subcontractor (City staff intends to enforce liquidated damages
at SIOO/day). inclement weather and extensive vandalism requiring certain
work to be re-done. It is anticipated. however. that the project will be
completed by the end of December.
