INTRODUCTION
ThlS report transmlts to Councll the Pleo Nelghborhood Plan whlch
was developed by resldents of the area wlth the help of a grant from
the Clty of Santa Monlca.
BACKGROUND
In FY 1982-83 the P1CO Nelghborhood ASsoclatlon was awarded a grant
of $10,000 to lnvolve the broadest range of nelghborhood resldents In
a study and dlScuSSlon process to ldentlfy the needs of nelghborhood
resldents In the areas of houslng, development, crlme, youth, employ-
ment and publlC serVlces. Under the dlrectlon of the Los Angeles
Communlty Deslgn Center, the plannlng process spanned four months
and lncluded 24 comrnunlty meetlngs. Attached lS the results of that
comrnunlty partlclpatlon proJect.
RECOML"1ENDAT ION
It 18 recommended that Clty Councll accept the Pleo Nelghborhood Plan
as a reflectlon of the needs of that nelghborhood as percelved by the
over 200 nelghborhood reSldents who actlvely partlclpated In the Plan's
development.

We rrerobers of the P1CO Ne1ghborhood ASsoclatlon are concerned
about conditlons lD the 1800 block of the 19th/20th Street alley.
A s~all nu~ber of people, who do not nece~sarlly 11ve ln the
nelghborhood, are loiterlng In the alley, harasslng nelghbors,
vlrlting obscene graffitl on walls and garbage bins, vandallzing
~roperty, parking 1llegally and obstructing garages, taklng drugs,
drlDklng, and uS1ng the alley as a bathroom.
A d1rty and noisy car repair buslness 1S conducted In one
part of the alley. Chl1dren are afra1u to play outslde duri~g
the day and adults are afrald to go outslce at night.
~Ve are act1ng now to stop the problem. We have had ~eetlngs
concernlng the alley, we are clrculatlng pet1tlons and lnvolvlng
everyone on the block in the lssue, and we are taklng photographs
and. documentlng the proble~s. \\fe have asked C1 ty authorl tles to
re~ove old cars parked ln the alley. We are working with the PNA
~outh Program to f~nd palnt and employ youth to pa~nt over graff~t1
and clean up the alley. We are givlng our t1~e a~d funds working
on the problem.
We would llke the city to get ~nvolved, too. We demand:
1. That ~h2 pol~ce and the C1ty atto~neyts offlce
identlfy the fe~ people writ~ng the graffit~;
2. That the Clty attorney obtaln an lnjunct10n to
stop people from wrltlng on walls:
3. That the police enforce the inJunct~on, dlst1ngu~shlng
between those people responsible for the grafflt~, and
the maior~ty of black and brown youth 1n the Le1Ghbor-
hood who caUse ~o problems;
4. That the pollce dlscourage people fro~ IOlterlng 1n
the alley;

We members of the Pico Neighborhood Association are concerned
about conditions in the 1800 block of the 19th/20th Street alley.
A small number of people, who do not necessarily live in the
ne~ghborhood, are loitering in the alley, harassing neighbors,
writing obscene graffiti on walls and garbage bins, vandalizing
property, parking illegally and obstructing garages, taking drugs,
drinking, and using the alley as a bathroom.

We are acting now to stop the problem. We have had meetings
concerning the alley, we are circulating petitions and involving
everyone on the block in the issue, and we are taking photographs
and documenting the problems. We have asked c~ty authorities to
remove old cars parked in the alley. We are working with the PNA
~outh Program to find paint and employ youth to paint over graffiti
and clean up the alley. We are giving our time and funds working
on the problem.
