SUBJECT: Part1clpation ln the Neighborhood Statistics Program
sponsored by the Bureau of Census
Introduction
Th1S report recommends the Clty request the Bureau of Census
prov1de Santa Mon1ca 1930 census data aggregated by nelghbor-
hood areas.
Background
As reported to the C1ty Council ln the staff report of Harch 21,
1980, the Bureau of Census has developed a program to prov1de
1980 census statistics for established and offlclallyrecognized
ne1ghborhoods. The set of data provlded for the nelghborhoods
w111 be 1dentlcal to that produced for census tracts.
In order to quallfy for the program each neighborhood must have
speclflc boundary, recognized by the City, and have at least
one residents or homeowners assoclatlon. The neighborhood area
boundarles may not overlap.
There 1S no charge to the Clty for the serVlce. The deadline
for submlttlng the request 1S December 31, 1981.

Santa Mon~ca has several Delghborhood assoclat~ons. Should the
Clty deslre to obta~n stat~st~cs for these nelghborhoods, thelr
boundarles would have to be dellneated and offlclally recognlzed
eltiler by the Clty Cauncll or a caalltlon/councll of nelghbor-
hood assOclatlons.
Alternative 1. The Mayor officlallyrecognlzes the nelghborhood
boundaries, certifies the eXlstance of the neighborhood associa-
tlons and requests the data from the Bureau of Census.
Alternative 2. The Clty Council after a publlC hearlng recogn1zes
existlng neighborhood or establishes new boundaries for the nelgh-
borhood assOClations and authorizes the Mayor to request nelghbor-
hood data from the Bureau.
Alternatlve 3. Leave It up to the nelghborhood aSSOC1atlons to
declde whether they want to partlclpate in the program and in-
itiate the appl1catlons process ~.e. organlze the central council,
and establish nonoverlapp~ng boundarles for each nelghborhood.
Recommendatlon
As neighborhood statlstlcs would be lnvaluable in prov1dlng
population and socioeconomic characterlstlcs for various neigh-
borhoods, ald ln formulatlng the needs and planning for these
areas, and gauglng the quallflcat10n of speclfic areas for
partic1patlon in Federal and other programs, It 18 respectfully
